This book is concerned with the international regulation of non-state armed groups. Specifically, it examines the possibility of subjecting armed groups to international human rights law obligations. First addressed is the means by which armed groups may be bound by international law. Of particular interest is the de facto control theory and the possibility that international law may be applied in the absence of direct treaty regulation. Application of this theory is dependent upon an armed group's establishment of an independent existence, as demonstrated by the displacement of state authority. This means that armed groups are treated as a vertical authority, thereby maintaining the established hierarchy of international regulation. At issue therefore is not a radical approach to the regulation of non-state actors, but rather a modification of the traditional means of application in response to the reality of the situation. The attribution of international human rights law obligations to armed groups is then addressed in light of potential ratione personae restrictions. International human rights law treaties are interpreted in light of the contemporary international context, on the basis that an international instrument has to be applied within the framework of the entire legal system prevailing at the time of interpretation. Armed groups' status as vertical authorities facilitates the vertical application of international human rights law in a manner consistent with both the object and purpose of the law and its foundation in human dignity. Finally, if international human rights law is to be applied to armed groups, its application must be effective in practice. A context-dependent division of responsibility between the territorial state and the armed group is proposed. The respect, protect, fulfil framework is adapted to facilitate the application of human rights obligations in a manner consistent with the control exerted by both the state and the armed group. It is convenient to think that bad guys are drumming up money for their activities far away and in shady back alleys, but the violent non-state actors (VNSAs) of the world are hiding in plain sight. They peddle knockoff sneakers, pass the hat at ethnic festivals, take a cut of untaxed booze sales, swindle senior citizens with bogus phone calls about needing bail in Mexico, and run money through mainstream banks to buy up rental properties (just to name a few). On a grand scale, their behavior erodes rule of law, creates moral injuries from corruption, and emboldens bad actors to steal and back violent tactics with impunity. Blood Money analyzes the ways in which VNSAs find money for their operations and sustainment, from controlling a valuable commodity to harnessing the grievances of a networked diaspora, and it looks at the channels through which they can flip the positives of globalization into flat, fast, and frictionless movement of people, funds, and materials needed to terrorize and coerce their opponents. Author Margaret Sankey highlights the mundane and everyday nature of these tactics, occurring under our noses online, in legitimate marketplaces, and with the aegis of intelligence services and national governments. Mexico's history reaches back 4,000 years, beginning with the Olmecs who lived in the Yucatan Peninsula. That remarkable civilization created those huge stone heads with developments that spearheaded and vitalized every subsequent Mesoamerican civilization that followed. The Olmecs, and the Maya, who succeeded them, created the concept of zero, an incredible development in mathematical computation. This book begins with the Olmecs, tracing successor civilizations to the last Mesoamerican Empire, the Aztecs. I describe Aztec life, ritual, cuisine, and development until, in August 1521, this civilization was conquered by Spanish conquistadors. Much of the Aztecs, their people, and royalty are known today by way of Spanish ethnographers and historians who authored codices writing and describing what they saw even as that civilization was changed. That change was permanent. Aztec ritual and its polytheism were altered by Spanish missionaries and enforced by the Inquisition. From 1521 until 1821, Spanish Colonial authorities imposed forced labor in varying forms. Colonialism was overthrown in 1821, and Mexico now entered a new era. This book describes those changes as well as the challenges the government today faces in addressing many disparities in its policies. Healthcare challenges, with systemic poverty as well as the drug war preoccupies much energy in the government's efforts to address them. Mexico also has a large Jewish population whose history was marked by secrecy and Spanish efforts to eradicate this ancient religion. Today's Zocalo, in the heart of Centro Historico, was the place where Jews were burned to death in public admonition against Jewish practice. Another site for such death was the nearby ex-Convento of San Diego, opposite the Grand Palace de Belles Artes. Today's Jews are thriving, and Mexico-Israel relations are strong. This book would not be complete without describing my visits to the country. In My Visit, I describe the different ports I visited while aboard cruise ships. But many more months in the country were spent in San Miguel de Allende and in Mexico City. I describe these visits, their people, and the many nuances of Mexican life. The Mexican constitution recognizes 69 ethnic languages and speakers who are scattered but who primarily live in its southern states. Many ethnic languages are so diverse, that their dialects are unintelligible to the same language group. Language creates the core bonds of society and such multiplicity provides insight into the huge diversity of identity and of life in Mexico. This book is the 14th in the Journey series and is my first book on the American continent. I hope I have done justice to the vast complexity of this society.

This textbook examines non-traditional forms of security and expands the notion of security to include non-state actors and non-human actors. Proposing an expansive view of non-traditional forms of security that go beyond traditionally recognized issues of threats to state and national territory, this new textbook rests on the following premises: traditional state-centered threats, such as nuclear proliferation and espionage, remain a concern; old and new threats combine and create interlocking puzzles—a feature of wicked problems and wicked messes; because of the global erosion of borders, new developments of unconventional insecurity interact in ways that frustrate traditional conceptual definitions, conceptual maps, and national policies; unconventional security challenges which have traditionally been seen as "low politics" or "soft" issues are now being recognized as "hard security" challenges in the twenty-first century; many of the so-called "new" threats detailed here are in fact very old: diseases, gender violence, food insecurity, under-development, and crime are all traditional security threats, but deeply modified today by globalization.
