During the 1930s in the United States, the Works Progress Administration developed the Federal Writers’ Project to support writers and artists while making a national effort to document the country’s shared history and culture. The American Guide series consists of individual guides to each of the states. The Federal Writers Project creates an image of South Carolina of years past All of us, at one time or another, have had a strong desire to be able to get into a time machine and be transported magically to an earlier place and time. Science has not yet produced for us such a time machine, but the Federal Writers Project (FWP), a division of the Works Progress Administration, did produce for prosperity guides to all of the old 48 states. Using talented local researchers and writers the FWP created an image of America fifty plus years ago. A reprint of the original, South Carolina: The WPA Guide to the Palmetto State is divided into three sections: 19 essays on a variety of topics ranging from history to cookery; detailed descriptions of the 11 towns in the state that had populations of more than 10,000; and 21 remarkably detailed guided tours to all sections of the state. In addition to the original chapters, there are two appendices—updated highway numbers for each tour and a guide to getting off the present Interstate Highway System and picking up the guided tours. South Carolina's Guide is very much a product of its times. The essays and tours mince no words in describing the state's poverty or the reality of a world in which class and race played major roles. For those who have studied and taught South Carolina history, the old Guide has been an indispensable reference work. Parts of it may be dated to some jaded modern eyes; some phrases may be jarring to the post-1954 generation. However, the original South Carolina: The WPA Guide to the Palmetto State was what its cover claimed it to be. It accurately described the state as it was—not as romantics wanted it to be.

In 1935 the FDR administration put 40,000 unemployed artists to work in four federal arts projects. The main contribution of one unit, the Federal Writers Project, was the American Guide Series, a collectively composed set of guidebooks to every state, most regions, and many cities, towns, and villages across the United States. The WPA arts projects were poised on the cusp of the modern bureaucratization of culture. They occurred at a moment when the federal government was extending its reach into citizens' daily lives. The 400 guidebooks the teams produced have been widely celebrated as icons of American democracy and diversity. Clumped together, they manifest a lofty role for the project and a heavy responsibility for its teams of writers. The guides assumed the authority of conceptualizing the national identity. In The WPA Guides: Mapping America Christine Bold closely examines this publicized view of the guides and reveals its flaws. Her research in archival materials reveals the negotiations and conflicts between the central editors in Washington and the local people in the states. Race, region, and gender are taken as important categories within which difference and conflict appear. She looks at the guidebook for each of five distinctively different locations -- Idaho, New York City, North Carolina, Missouri, and U.S. One and the Oregon Trail--to assess the editorial plotting of such issues as gender, race, ethnicity, and class. As regionalists jostled with federal officialdom, the faultlines of the project gaped open. Spotlighting the controversies between federal and state bureaucracies, Bold concludes that the image of America that the WPA fostered is closer to fabrication than to actuality. Christine Bold is director of the Centre for Cultural Studies and an associate professor of English at the University of Guelph in Guelph, Ontario.

JACK IRBY HAYES, JR., revisits the South Carolina of the 1930s to determine the impact of federal programs on the state's economy, politics, culture, and citizenry. He traces the waxing and waning of support for programs such as Works Progress Administration (WPA), Civilian Conservation Corps (CCC), and the Federal Emergency Relief Administration (FERA) and concludes that the modernization of South Carolina would have been delayed without their intervention. Suggesting that the New Deal hastened the end of one-party political domination, Hayes proposes that it also initiated a new era of modernized agriculture and banking practices, rural electrical service, labor restrictions, relief programs, and cultural resurgence. Hayes finds that Franklin Delano Roosevelt's initiatives enjoyed widespread support among South Carolinians. He documents the welcoming of agricultural and erosion controls, welfare relief, child labor laws, minimum wage requirements, public construction, state parks, and massive hydroelectric projects. He also credits the New Deal with sparking an intellectual reawakening and a restoration of faith in capitalism, democracy, and progress. But Hayes demonstrates that
