The Earth Observing System (EOS), the centerpiece of NASA's Earth science program, is a suite of spacecraft and interdisciplinary science investigations dedicated to advancing our understanding of global change. The flagship EOS satellite, Terra (formerly EOS AM-1), scheduled for launch in July 1999, will provide key measurements of the physical and radiative properties of clouds; air-land and air-sea exchanges of energy, carbon, and water; trace gases; and volcanoes. Flying in formation with Terra, Landsat 7 will make global high spatial resolution measurements of land surface and surrounding coastal regions. Other upcoming EOS missions and instruments include QuikSCAT, to collect sea surface wind data; the Stratospheric Gas and Aerosol Experiment (SAGE III), to create global profiles of key atmospheric gases; and the Active Cavity Radiometer Irradiance Monitors (ACRIM) to measure the energy output of the Sun. The second of the major, multi-instrument EOS platforms, PM-1, is scheduled for launch in 2000. Interdisciplinary research projects sponsored by EOS use specific Earth science data sets for a broader investigation into the function of Earth systems. Current EOS research spans a wide range of sciences, including atmospheric chemistry, hydrology, land use, and marine ecosystems. The EOS program has been managed since 1990 by the Goddard Space Flight Center in Greenbelt, Md., for NASA's Office of Earth Science in Washington, D. C. Additional information on the program can be found on the EOS Project Science Office Web site (http: //eospso.gsfc.nasa.gov). This document presents guidelines for use by NASA authors for preparing and publishing their scientific and technical information (STI). Section 1 gives an overview. Section 2 describes each type of report in the NASA STI Report Series and other forms of publications. It also discusses dissemination and safeguarding of STI. Section 3 gives technical, data quality, and dissemination reviews, including the mandatory review via NASA Form 1676, NASA Scientific and Technical Information (STI) Document Availability Authorization (DAA). It also describes handling unlimited and limited/restricted STI. Section 4 provides recommended standards for document format, composition, and organization and element of a typical report. Section 5 presents miscellaneous preparation recommendations. Section 6 discusses two required forms, Standard Form 298 and NF-1676. NASA—the National Aeronautics and Space Administration created in the wake of the Space Act—has and continues to accomplish those precepts every day. With many hundreds of satellites launched into space and close to 200 human spaceflights, NASA is a proven leader in space exploration. Most of the US space exploration efforts have been led by NASA, including the Apollo moon-landing missions, the Skylab space station, and later the Space Shuttle. Currently, NASA is supporting the International Space Station and is overseeing the development of the Orion Multi-Purpose Crew Vehicle, the Space Launch System and Commercial Crew vehicles. NASA is also responsible for the Launch Services Program which provides oversight of launch operations and countdown management for unmanned NASA launches. The Historical Guide to NASA and the Space Program contains a chronology, an introduction, appendixes, and an extensive bibliography. The dictionary section has over 500 cross-referenced entries on space missions, astronauts, technical terms, space shuttles, satellites and the international space station. This book is an excellent access point for students, researchers, and anyone wanting to know more about NASA and space exploration.

Today, there exists an integrated, large-scale satellite system to track sea-level rise, its speed, causes, and impacts. Building it was a struggle every step of the way. It was the most vivid and potentially consequential program within NASA’s larger Earth Science directorate. How did it happen? Who did what? Why? This book seeks to answer such questions. It goes back to the origins of NASA’s interest in the oceans in the 1960s and first true ocean satellite, Seasat, in 1978. After three months of operation, Seasat failed. But before it did, it showed how much satellites could tell about the ocean’s dynamics. In many ways, sea-level rise is the clearest and most understandable result of a warming planet.
