Wisconsin in its racial character is popularly known to the country at large as a Teutonic state. That means the state has a German element, original and derivative, which numerically overshadows the American, English, Irish, Scandinavian, and other stocks also represented in the Badger blend. It is not necessary to quarrel with this widely accepted theorem, though some of the corollaries drawn from it can be shown to be unhistorical; and one can demonstrate statistically that if Wisconsin now is, or at any census period was, a Teutonic state she began her statehood career in 1848 as a Yankee state and thus continued for many years with consequences social, economic, political, religious, and moral which no mere racial substitutions have had power to obliterate. My purpose in the present paper is to present, from local sources, some discussion of the relations of Yankee and Teuton to the land-a theme which ought to throw light on the process of substitution mentioned, revealing how the Teuton came into possession of vast agricultural areas once firmly held by the Yankee.

In the century preceding World War I, the American Middle West drew thousands of migrants both from Europe and from the northeastern United States. In the American mind, the region represented a place where social differences could be muted and a distinctly American culture created. Many of the European groups, however, viewed the Midwest as an area of opportunity because it allowed them to retain cultural and religious traditions from their homelands. Jon Gjerde examines the cultural patterns, or "minds," that those settling the Middle West carried with them. He argues that such cultural transplantation could occur because patterns of migration tended to reunite people of similar pasts and because the rural Midwest was a vast region where cultural groups could sequester themselves in tight-knit settlements built around familial and community institutions. Gjerde compares patterns of development and acculturation across immigrant groups, exploring the frictions and fissures experienced within and between communities. Finally, he examines the means by which individual ethnic groups built themselves a representative voice, joining the political and social debate on both a regional and national level.

The arrival in 1620 of the Mayflower and Puritan migration occupy the first pages of the history of colonial America. Less known is the exodus from New England, a century and a half later, of their Yankee descendants. Yankees engaged in whaling and the China Trade, and settled in Canada, the American South, and Hawaii. Between 1786 and 1850, some 800,000 Yankees left their exhausted New England farms and villages for New York State, the Northwest Territory and all the way to the West Coast. With missionary zeal the Yankees planted their institutions, culture and values deep into the rich soil of the Western frontier. They built orderly farming communities and towns, complete with church, library, school and university. Yankee values of self-labor, temperance, moral rectitude, respect for the law, democratic town government, and enterprise helped form the American character. New England was the hotbed of reform movements. Yankee-inspired religious movements spread across the nation and beyond. The Anti-Slavery and the Anti-Imperialism movements started in New England. Susan B. Anthony campaigned for women’s suffrage, Clara Barton founded the American Red Cross, Dorothea Dix established asylums for the mentally ill, and May Lyon was a pioneer in women’s education. Yankees spread the Industrial Revolution across America, using waterpower and then stream power. Opposing slavery and advocating education for all children, the Yankee pioneers clashed with Southerners moving north. In Kansas the dispute between Yankee and Southerner erupted into armed conflict. In time the Yankee enclaves in Detroit, Chicago, Cleveland, Minneapolis, and San Francisco fused with others to form the White Anglo-Saxon Protestant elite (WASPs), to dominate American commerce, industry, academia and politics. By the close of the nineteenth century, industry began to leave New England. Yankees felt threatened by the rising political power of immigrants. In an effort to keep the nation predominantly white and Protestant, prominent Yankees sought to restrict immigration from Asia, and from eastern and southern Europe, and impose quotas on American-Catholics and Jews seeking admission to elite universities and clubs. Despite barriers, the American-born children of the immigrants benefited from their education in public schools and colleges, entered the American mainstream, and steadily eroded the authority of the Protestant elite. The Immigration and Nationality Act of 1965 opened the United States to immigrants from Asia, Africa and South America. The great mix of races, religions, ethnicity and individual styles is forming a pluralistic America with equally shared rights and opportunities.

In the Progressive Era of American history, the state of Wisconsin gained national attention for its innovative economic and political reforms. Amidst this ferment, the "Wisconsin Idea" was popularized—the idea that a public university should improve the lives of people beyond the borders of its campus. During his term as governor (1901–1906), Robert La Follette routinely consulted with University of Wisconsin researchers to devise groundbreaking programs and legislation. Although the Wisconsin Idea is often attributed to a 1904 speech by Charles Van Hise, then president of the University of Wisconsin, David Hoeveler argues that it originated decades earlier, in the creative and fertile mind of John Bascom. A philosopher, theologian, and sociologist, Bascom (1827–1922) deeply influenced a generation of students at the University of Wisconsin, including La Follette and Van Hise. Hoeveler documents how Bascom drew concepts from German idealism, liberal Protestantism, and evolutionary theory, transforming them into advocacy for social and political reform. He was a champion of temperance, women's rights, and labor, all of which brought him controversy as president of the university from 1874 to 1887. In a way unmatched by any of his peers at other institutions, Bascom outlined a social gospel that called for an expanded role for state governments and universities as agencies of moral improvement. Hoeveler traces the intellectual history of the Wisconsin Idea from the nineteenth century to such influential Progressive Era thinkers as Richard T. Ely and John R. Commons, who believed university researchers should be a vital source of expertise for government and citizens.
