This work is a study of civil-military relations in the Republic of South Africa while Pieter Willem Botha was prime minister (1978-89). The author's controversial thesis is that Prime Minister Botha, recognizing that his country had reached the historical juncture when it needed to establish a new political order encompassing all of its diverse peoples, moved effectively to prepare the ground for fundamental constitutional change. What was needed above all were stabilization measures to assure the support of the white population for reform. Botha used the South African defence force as his primary instrument. By 1989, Professor Roherty maintains, a striking degree of stabilization had been achieved within the country and throughout South Africa, and the groundwork for epochal change had been prepared. The appearance of ideologically motivated anti-communist insurgent groups in the Third World is an important new phenomenon that has received little serious attention. Analysis has focused on American attitudes, while the indigenous roots and motivations of such groups have remained largely unexplored. Michael Radu fills in the gap in The New Insurgencies, with case studies and contributions from Anthony Arnold, Paul Henze, Justus van de Kroef, and Jack Wheeler.As the authors show, more often than not, Third World anti-communist insurgencies express a general rejection of values and ideologies from outsiders. Many of these insurgencies reflect violent opposition to regimes installed by the Soviets during the 1970s, yet they only rarely articulate a struggle for liberal democracy. Nationalism, religion, or the preservation of traditional political and economic patterns are more often the true motivations. And while insurgents often apply military and occasionally political methods used by successful Marxist-Leninist insurgencies of this century, they tend to be rural based and close to the aspirations of the peasant masses rather than directed by the educated and urbanized elites.The New Insurgencies includes case studies of major anti-communist movements today, including those in Afghanistan, Cambodia, Ethiopia, Mozambique, Angola, and Nicaragua. How superpower interests and Cold War politics exacerbated a war in Africa that left millions dead or displaced. As the Cold War raged on in the 1970s and 1980s, much of southern Africa, from Angola to Mozambique, became caught up in the superpower competition as local and regional proxies for both Moscow and Washington fought it out on the battlefield. Thus, the struggle to determine the future of a newly independent Mozambique was shaped by multiple factors beyond the control of its people in the course of its sixteen-year conflict from 1977–1992. The longevity and ferocity of the Mozambican war would leave an estimated one million dead, millions more displaced and homeless, and a country in ruins. From the rise of the Resistência Nacional Moçambicana, or Renamo, in 1977 as a Rhodesian weapon against Zimbabwean nationalist guerrillas operating in Mozambique, through South African patronage in the 1980s and to Renamo’s evolution as a self-sufficient insurgency, the forces of Mozambican nationalism became inexorably intertwined with the geopolitics of the region and the international manifestations of the Cold War. Thus, both government and rebel forces found themselves repeatedly beholden to external interests—be it American, Soviet, Cuban, South African, or Rhodesian—as each sought to advance its own agenda and future vision of the country.
