Drawing upon theory and concepts from agricultural development, institutional, and resource economics, this book expands and formalizes the conceptual foundations of CSA. Focusing on the adaptation/resilience dimension of CSA, the text embraces a mixture of conceptual analyses, including theory, empirical and policy analysis, and case studies, to look at adaptation and resilience through three possible avenues: ex-ante reduction of vulnerability, increasing adaptive capacity, and ex-post risk coping. The book is divided into three sections. The first section provides conceptual framing, giving an overview of the CSA concept and grounding it in core economic principles. The second section is devoted to a set of case studies illustrating the economic basis of CSA in terms of reducing vulnerability, increasing adaptive capacity and ex-post risk coping. The final section addresses policy issues related to climate change. Providing information on this new and important field in an approachable way, this book helps make sense of CSA and fills intellectual and policy gaps by defining the concept and placing it within an economic decision-making framework. Climate-smart agriculture (CSA) is a comprehensive system that requires thorough consideration of local climate, natural environment, market demand, economic and cultural environment. FAO introduced CSA at the Hague Conference on Agricultural, Food Security and Climate Change in 2010 and has been strongly supporting it since then. The development of CSA in China contributes to reaching its carbon peak by 2030 and carbon neutrality in China by 2060. This publication introduces China's CSA development and provides policy proposals. There has been growing interest in climate-smart agriculture among many national governments and the international donor community. An array of policies and programs could potentially be considered climate smart, but for the purposes of this paper, we define climate-smart agriculture as an approach that strives to meet the following criteria: (1) increase agricultural productivity in a sustainable manner, (2) improve the resilience of agricultural production and food systems to environmental change, or (3) reduce net greenhouse gas emissions associated with the agriculture and forestry sectors. This definition encompasses, but goes beyond, the traditional agricultural development policy concerns of increasing incomes and reducing rural poverty, thus increasing the complexity of the policy agenda and modeling that supports policy-making. The goal of the paper is to provide policymakers and program designers with an overview of the primary types of economic models that could be used to inform policy design and implementation. The most specific audience for the paper is international development practitioners who design projects, pilots, and other efforts to advance climate-smart agriculture, and who may wish to inject modeling sensibilities and approaches into such efforts. The readership of the paper is assumed to be subject matter specialists and generalists who are not economists but may need to consume the results of economic modeling. We describe alternative economic modeling approaches relevant for analyses of climate-smart agriculture approaches and provide general principles for selecting an approach for a specific application.
