Societal transformations have recently stimulated political debates and policies on the integration of migrants and minorities in most Western European countries. While transnational migration studies have documented migrants’ cross-border activities there have been few empirically grounded efforts to theorise these developments in the framework of integration and status theory. Based on a case study of Ghanaian migrants, this book seeks to understand integration processes and develops a theorem of the status paradox of migration which explores the interaction between migrants’ integration into the receiving country and the maintained inclusion into the sending society. It describes a characteristic problem for a large class of labour migrants from the global south who gain status in the sending countries by simultaneously losing it in the receiving countries of migration. This transnational dynamic of status attainment, which goes along with specifically national forms of status inconsistency, is what is called the status paradox of migration. By bringing together two modes of national status incorporation within one framework, the status paradox provides an innovative perspective on migration processes and demonstrates the usefulness of a transnationalist integration theory. This book will be of interest to students and scholars of migration, transnationalism, politics, sociology and anthropology.

The notion of ‘immigrant integration’ is used everywhere – by politicians, policy makers, journalists and researchers – as an all-encompassing framework for rebuilding ‘unity from diversity’ after large-scale immigration. Promising a progressive middle way between backward-looking ideas of assimilation and the alleged fragmentation of multiculturalism, ‘integration’ has become the default concept for states scrambling to deal with global refugee management and the persistence of racial disadvantage. Yet ‘integration’ is the continuance of a long-standing colonial development paradigm. It is how majority-white liberal democracies absorb and benefit from mass migration while maintaining a hierarchy of race and nationality – and the global inequalities it sustains. Immigrant integration sits at the heart of the neo-liberal racial capitalism of recent decades, in which tight control of nation-building and bordering selectively enables some citizens to enjoy the mobilities of a globally integrating world, as other populations are left behind and locked out. This collection provides an overview of some of the most relevant concepts in the study of the language of inclusion and exclusion, specifically with a view to the functioning of nation-state categories. Categorizations, words, and phrases are constantly renewed with the intention to exclude (mostly) or to include (rarely), promulgating problematizations that highlight discursive distinctions between in-groups and out-groups. Such discursive constructions and the practices through which they are effectuated are sites of symbolic power, and their study reveals the workings of power. Historical analysis of the language of inclusion and exclusion can help elucidate contemporary transformations of discursive power. The chapters in this volume discuss forms of discursive problematization such as defining, claiming, legitimizing, expanding, sensationalization and suggestion, and it connects these to the discursive drawing of boundaries, focusing on discursive constructions of ‘illegality’, race, class, gender, immigrant integration and transnationalism. As state categorizations continuously differ, both the historical analysis of their genesis, functioning and transformation, and the contemporary analysis of their practical effectuation are crucial to an understanding of inclusion and exclusion. During the 2000s, the European Union has witnessed a significant change in terms of integration policies for immigrants. This book intends to address the relationship between, on the one hand, cultural diversity resulting from migration, and, on the other hand, social cohesion and social justice within Western societies. In order to do this, the authors examine what can be described as two contradictory trends in recent public policies towards foreign people or people with a foreign origin. A book that aims to provide a trans-disciplinary analysis of the construction of “otherness” in North America and Europe. EXTRAIT In October 2010, in a very polemic context on immigration and immigrant integration, the German Chancellor, Angela Merkel, announced that Germany was to be considered a multicultural failure, words that were soon echoed by the Belgian Prime Minister Yves Leterme. A few months later, the British Prime Minister David Cameron and the French President Nicolas Sarkozy announced the failure of multiculturalism in almost identical terms. These sensational statements, which by and large avoid defining the concept of multiculturalism, are based on a reaffirmation of “Western values” and strengthening of national identity. These statements express the need to review the policies on integration of immigrants, in the sense that they should be more active and voluntarist, more organized by the state and more supported by the EU. In the background, one can see fear for Islamic extremism, but also the idea that the nation states can put some obligations on immigrants, and that for a too long time we have been focusing on “those who arrive”, rather than on “the society that welcomes them”. These speeches are situated in a politico-legal context that in recent years was characterized by an ambivalent attitude towards diversity in Europe. On the one hand, we have seen accusations of racial, ethnic and religious discrimination, based on antidiscrimination legislation boosted by a strong European equality legal framework. On the other hand, we have seen denouncements of the perceived risk posed by Islam in Europe. These policy statements are also a result of numerous publications, often widely discussed in the media that outline the dangers of Islam in Europe (especially in the Netherlands). These political positions have also led to political decisions demonstrating the lack of legitimacy of Islam in Europe, such as the ban on building minarets in Switzerland or the Burqa bans adopted in the name of protecting national values and the “living together”, notably in France and Belgium (2011).
