Acts of public defiance towards biomedical public health policies have occurred throughout modern history, from resistance to early smallpox vaccines in 19th-century Britain and America to more recent intransigence to efforts to contain the Ebola outbreak in Central and West Africa. Thinking through Resistance examines a diverse range of case studies of opposition to biomedical public health policies – from resistance to HPV vaccinations in Texas to disputes over HIV prevention research in Malawi – to assess the root causes of opposition. It is argued that far from being based on ignorance, resistance instead serves as a form of advocacy, calling for improvements in basic health-care delivery alongside expanded access to infrastructure and basic social services. Building on this argument, the authors set out an alternative to the current technocratic approach to global public health, extending beyond greater distribution of medical technologies to build on the perspectives of a political economy of health. Bovine tuberculosis is seriously damaging the UK dairy and beef industry. Many farmers believe culling badgers must be part of the solution, but in 2013 a record 300,000 people signed a Downing Street petition asking the government to stop planned culls of badgers in Somerset and Gloucestershire, fuelling media controversy and signalling the beginning of a social conflict that was acted out in studios, streets, fields and village halls across England. The four-year trial culls, which began that year, aimed to establish that culling was a viable way of tackling the disease, but the widely divergent experiences and values of policy-makers, farming, conservation and animal welfare supporters means that decades of science on the disease in badgers and the effects of culling has not helped resolve the dispute. Reporting on original, UK research council-funded social science, this book takes on the challenge of understanding the contrasting views involved. Listening carefully to what the different protagonists have to say, the book unpicks the way science is interpreted to sustain differing conclusions, and considers how social science thinking could contribute. The book develops a critical perspective on the increasingly important literature influenced by new materialism, the social science response to the Science Wars, and explores the extent to which a social movement around opposition to the culls is emerging. This book is about resistance in everyday life, illustrated through empirical contexts from different parts of the world. Resistance is a widespread phenomenon in biological, social and psychological domains of human cultural development. Yet, it is not well articulated in the academic literature and, when it is, resistance is most often considered counter-productive. Simple evaluations of resistance as positive or negative are avoided in this volume; instead it is conceptualised as a vital process for human development and well-being. While resistance is usually treated as an extraordinary occurrence, the focus here is on everyday resistance as an intentional process where new meaning constructions emerge in thinking, feeling, acting or simply living with others. Resistance is thus conceived as a meaning-making activity that operates at the intersection of personal and collective systems. The contributors deal with strategies for handling dissent by individuals or groups, specifically dissent through resistance.
