A star in a binary may interact with its companion and this complicates significantly its structure and evolution. During several decades in the past many astronomers hoped that the number of binaries is small. This is sometimes reflected in theoretical studies dealing with large populations of stars where it is ASSUMED (without any justification) that binaries do not alter the results. The number of confirmed binaries increases as observations improve and we there fore thought that the time was right to organize a meeting where the main topic would be the effect of binaries on stellar population studies. The SOC proposed a program with extended general overviews and highlights of non-evolved and evolved binaries, with low mass, intermediate mass and massive components, the link with supernova explosions, pulsars and gamma-ray bursts, the effect of binaries on the chemical evo lution of galaxies. Specialists in the different research fields were invited and have given very interesting and highly educational talks. As can be noticed by reading the proceedings, the authors have put a lot of effort in preparing their contribution.

Short-period binaries run the gamut from widely separated stars to black-hole pairs; in between are systems that include neutron stars and white dwarfs, and partially evolved systems such as tidally distorted and over-contact systems. These objects represent stages of evolution of binary stars, and their degrees of separation provide critical clues to how their evolutionary paths differ from that of single stars. The widest and least distorted systems provide astronomers with the essential precise data needed to study all stars: mass and radius. The interactions of binary star components, on the other hand, provide a natural laboratory to observe how the matter in these stars behaves under different and often varying physical conditions. Thus, cataclysmic variables with and without overpoweringly strong magnetic fields, and stars with densities from that found in the Sun to the degenerate matter of white dwarfs and the ultra-compact states of neutron stars and black holes are all discussed. The Pacific Rim Conferences for the first decade from the mid 1980's to the mid 1990's were primary concerned with binary stars research. The Conference expanded to all areas of Stellar Astrophysics for the last two meetings in Hong Kong; at Hong Kong University of Science and Technology in 1997 and at the Hong Kong University in 1999. At the conclusion of the very successful Pacific Rim Conference on Stellar Astrophysics held in Hong Kong University, members of the Sci entific Organizing Committee began planning for the next conference. We approached Professor Tan Lu of Nanjing University and Professor Tipei Li of the Institute of High Energy Physics about hosting a con ference in China. The city of Xi'an in Shaanxi province and a city in Yunnan province, were considered to be the most likely locations. It be came crucial to find the right person to serve as Chair (or Co-chairs) for the Local Organizing Committee. Initially, Professor Lu was the logical choice but he declined for personal reasons. Professor Li was invited to lead a new department of Astrophysics at Tsinghua University so he could not take on the additional load of chairing the LOC. Professor Gang Zhao of Beijing Astronomical Observatory was approached to take on the task but he also declined. This has been a busy time for Chinese astronomers. The SOC decided to have the conference dedicated to honor Dr. Helmut A.
