Two examples from twentieth-century conflicts demonstrate the potential that missiles possess to disrupt an opponent's land-based airpower and achieve significant political consequences. Iraq's use of Scud ballistic missiles in the 1991 Persian Gulf War produced nearly instantaneous political effects. The Scuds did not threaten the coalition military forces opposing Saddam Hussein, but instead threatened the existence of the coalition itself by nearly bringing Israel into the war. Negating this threat demanded an urgent response from land-based airpower, and large numbers of coalition aircraft were forced to perform a new mission: Scud Hunting. Almost 50 years before Desert Storm, the Allies in World War II had faced a similar threat from the V-i and V-2. Thousands of sorties were diverted to bomb missiles that were chiefly fired at London and Antwerp. In both conflicts, coalition and Allied forces possessed enough airpower that the diversion did not prevent them from performing other necessary missions. Yet, in the future, as the United States Alr Force (USAF) dwindles in numbers, the ability of land-based airpower to deal with the missile threat becomes problematic. In addition, the improved capabilities of ballistic and cruise missiles threaten airpower's ability to achieve the staple of modern combat operations-air superiority. The increased range and refined accuracy of missiles offers third world nations a chance to develop airpower on the cheap, and the missile forces created may well stymie America's ability to apply "conventional" airpower in a crisis.

The proliferation of ballistic missiles in the Third World has posed a new type of challenge to policy makers in the United States. More than twenty Third World countries either possess surface-to-surface missiles or are trying to develop or acquire them. Current trends suggest that the number of countries with missiles will increase in the 1990s and that the capabilities of the available systems will also grow. W. Seth Carus assesses the threat of such proliferation to United States military forces as well as those of its allies operating in the Third World. The book studies the military utility of these missiles to the countries that possess them and covers the various military responses of Third World countries to missile proliferation. Carus also examines the various attempts the United States has made to slow the proliferation of ballistic missiles. Washington has joined many of its allies in the Missile Technology Control Regime (MTCR), a suppliers agreement designed to restrict exports of missiles and missile technologies to the Third World. According to Carus, efforts have been made to persuade the Soviet Union, China and other countries to abide by the provisions of the MTCR. After discussing the bilateral talks with proliferating countries, Carus also analyzes the attempts made to derail specific missile programs and the difficulties involved in controlling missile technology.

"The purpose of this paper is to determine to what extent and how the Joint Force Commander (JFC) should control support from space forces. Current Air Force doctrine, as delineated in Air Force Manual (AFM) 1-1, identifies the Joint Force Air Component Commander (JFACC) as being responsible for both air and space for the theater. This statement follows the Air Force notion that air and space are an indivisible medium of warfare. On the other hand, Joint Pub 3-14 states the Operations Directorate, J-3, on the supported commander's (the JFC's) staff functions in this role. To examine this issue of in-theater control of space forces more closely, this study is divided into five chapters. Following the Introduction, Chapter 2 looks into how space forces were planned for and employed during Desert Storm. This chapter discusses who was in-charge and what planning processes were used. In Chapter 3, lessons and initiatives to improve planning and employment of support from space forces are discussed. Chapter 4 explores the possible need to have one individual in-theater clearly identified as being responsible for directing space forces. Centralized control, similar to air, may have beneficial effects that allow joint commanders to take better advantage of space forces' full potential. The study concludes by offering recommendations."--Abstract.
