When the Somali Republic received independence, its parliamentary government decided to adopt three official languages: English, Italian, and Arabic—all languages of foreign contact. Since the vast majority of the nation's citizens spoke a single language, Somali, which then had no written form, this decision made governing exceedingly difficult. Selecting any one language was equally problematic, however, because those who spoke the official language would automatically become the privileged class. Twelve years after independence, a military government was able to settle the acrimonious controversy by announcing that Somali would be the official language and Latin the basic script. It was hoped that this choice would foster political equality and strengthen the national culture. Politics, Language, and Thought is an exploration of how language and politics interrelate in the Somali Republic. Using both historical and experimental evidence, David D. Laitin demonstrates that the choice of an official language may significantly affect the course of a country's political development. Part I of Laitin's study is an attempt to explain why the parliamentary government was incapable of reaching agreement on a national script and to assess the social and political consequences of the years of nondecision. Laitin shows how the imposition of nonindigenous languages produced inequalities which eroded the country's natural social basis of democracy. Part 2 attempts to relate language to political thought and political culture. Analyzing interviews and role-playing sessions among Somali bilingual students, Laitin demonstrates that the impact of certain political concepts is quite different when expressed in different languages. He concludes that the implications of choosing a language are far more complex than previously thought, because to change the language of a people is to change the ways they think and act politically.

This is the first systematic study of language conflict in a developing society and of its consequences for the integrational processes of nation building. Jyotirindra Das Gupta maintains that language rivalry does not necessarily impede national integration, but can actually contribute to the development of a national community. He explains that the existence of a multiplicity of language groups in a segmented society is not, in itself, indicative of the prospects for successful integration. Only when language groups mobilize into political interest groups is it possible to determine the pattern of intergroup conflict likely to emerge. The way in which this conflict is handled and resolved depends upon the general political atmosphere and upon the type of institutions available for decision making. In the specific case of India, the author finds that because the Indian government has proved capable of meeting the demands of diverse language interests, it is supported by the Indian population as a whole for its role in mediating language rivalries. This book therefore offers evidence for the efficacy of democratic procedures for political development and integration. In the course of his analysis, Das Gupta discusses the impact of Indian language associations on national politics and on the political community in general; the formulation and implementation of a national language policy; and the language policies of nationalist and of separatist groups both before and since Independence. In order to place the Indian experience in a wider context he provides comparative empirical data from other countries. National linguistic ideology has been at the base of most historical processes that –whether they are complete or not – have brought us to the current reality: a world of languages that represent, with greater or lesser exactitude, the diversity – and convergences – of human groups. Various of today’s thinkers have predicted the decline or even the end of national ideologies. In the area of language, postmodernism would make the linguistic affiliation of the community individuals irrelevant, de-ideologise language use, and extend plurilingualism and language alternation in association with a new distribution of (physical or functional) spaces of linguistic practice. But is this true everywhere? Are languages now nowhere the core of collective identity? Or are we witnessing a distinction between languages that, because of their magnitude, status, strategic position, etc., can continue to exercise the function of national languages and languages that have to renounce this function? Has national linguistic ideology really ceased to make sense? What other strategies should the historic language of a given geographic area employ if it wants to continue forming part of the life of the community that is set up there? What kinds of languages are desired by politicians, intellectuals and philologists? This book aims to bring some thoughts about these questions.
