Until recently, the Arctic was almost impossible for anyone other than indigenous peoples and explorers to traverse. Pervasive Arctic sea ice and harsh climatological conditions meant that the region was deemed incapable of supporting industrial activity or a Western lifestyle. In the last decade, however, that longstanding reality has been dramatically and permanently altered. Receding sea ice, coupled with growing geopolitical disputes over Arctic resources, territory, and transportation channels, has stimulated efforts to exploit newly-open waterways, to identify and extract desirable resources, and to leverage industrial, commercial, and transportation opportunities emerging throughout the region. This book presents papers from the NATO Advanced Research Workshop (ARW) Governance for Cyber Security and Resilience in the Arctic. Held in Rovaniemi, Finland, from 27-30 January 2019, the workshop brought together top scholars in cybersecurity risk assessment, governance, and resilience to discuss potential analytical and governing strategies and offer perspectives on how to improve critical Arctic infrastructure against various human and natural threats. The book is organized in three sections according to topical group and plenary discussions at the meeting on: cybersecurity infrastructure and threats, analytical strategies for infrastructure threat absorption and resilience, and legal frameworks and governance options to promote cyber resilience. Summaries and detailed analysis are included within each section as summary chapters in the book. The book provides a background on analytical tools relevant to risk and resilience analytics, including risk assessment, decision analysis, supply chain management and resilience analytics. It will allow government, native and civil society groups, military stakeholders, and civilian practitioners to understand better on how to enhance the Arctic’s resilience against various natural and anthropogenic challenges.

This book presents the latest scientific views on resource use conflicts in the Arctic seas. The main areas of focus are the biological resources of Arctic seas vs. exploitation of oil and gas resources, and the conflicts in between. In addition, climate change is presented as a stressor, which both limits and facilitates the economic availability of resources in the Arctic. The book is divided into five parts. Part 1 examines Arctic ecosystems, resilience of the marine environment and possible conflicts between industrial sector and biological world. The focus of Part 2 is on transport infrastructure along the northern routes. Issues such as Arctic maritime operations, black carbon and unmanned aerial vehicles are considered. Part 3 focuses on resource use conflicts in Arctic seas and on the most recent threats in terms of Arctic oil and gas exploration, offshore logistics operations as well as transportation of oil and oil products. Discussions in Part 4 of the book are concentrated around social aspects and involvement of local communities. Tourism development, preservation of indigenous culture, engagement of communities on relevant Arctic issues, search and rescue in the cold marine environment are examples of questions raised. The book reviews Arctic-specific petroleum regulations, the state of preparedness to oil spill accidents in the region as well as the latest developments in oil spill response technologies and their limitations. Search and rescue operations are reviewed and how working in this harsh Arctic environment affects the ability of rescue technicians to perform the required technical skills. Part 5 considers the sustainability challenges arising from the marine resource exploitation. The focus is on the vulnerability of Arctic ecosystems to disturbance – both natural and anthropogenic.

The National Academies of Sciences, Engineering, and Medicine in collaboration with the InterAcademy Partnership and the European Academies Science Advisory Committee held a workshop in November 2019 to bring together researchers and public health officials from different countries and across several relevant disciplines to explore what is known, and what critical knowledge gaps remain, regarding existing and possible future risks of harmful infectious agents emerging from thawing permafrost and melting ice in the Arctic region. The workshop examined case studies such as the specific case of Arctic region anthrax outbreaks, as a known, observed risk as well as other types of human and animal microbial health risks that have been discovered in snow, ice, or permafrost environments, or that could conceivably exist. The workshop primarily addressed two sources of emerging infectious diseases in the arctic: (1) new diseases likely to emerge in the Arctic as a result of climate change (such as vector-borne diseases) and (2) ancient and endemic diseases likely to emerge in the Arctic specifically as a result of permafrost thaw. Participants also considered key research that could advance knowledge including critical tools for improving observations, and surveillance to advance understanding of these risks, and to facilitate and implement effective early warning systems. Lessons learned from efforts to address emerging or re-emerging microbial threats elsewhere in the world were also discussed. This publication summarizes the presentation and discussion of the workshop.

The North American Arctic addresses the emergence of a new security relationship within the North American North. It focuses on current and emerging security issues that confront the North American Arctic and that shape relationships between and with neighbouring states (Alaska in the US; Yukon, Northwest Territories and Nunavut in Canada; Greenland and Russia). Identifying the degree to which ‘domain awareness’ has redefined the traditional military focus, while a new human rights discourse undercuts traditional ways of managing sovereignty and territory, the volume’s contributors question normative security arrangements. Although security itself is not an obsolete concept, our understanding of what constitutes real human-centred security has become outdated. The contributors argue that there are new regionally specific threats originating from a wide range of events and possibilities, and very different subjectivities that can be brought to understand the shape of Arctic security and security relationships in the twenty-first century.
