For several years now, the Balkans has been a key focus of the U.S. Institute of Peace, which has issued this collection of papers on issues related to Bosnia and Herzegovina. The former Yugoslavia has come to represent one of the most vexing collections of challenges facing international policymakers and practitioners who are still coming to terms with the post-Cold War world order. The papers in this volume are arranged in three topics: foreign aid; human rights and the rule of Law; and reconciliation and civil society institutions. Also includes an appendix: Bosnian and Balkans-Related Projects funded by the Institute's Grant Program, 1996-1999.

The Dayton Accords ended the war in Bosnia-Herzegovina in 1995. The 10th anniversary gives reason to investigate the post-war period, today's realities and future perspectives. Bosnian authors and international experts express their views on recent developments. Insiders and outsiders, working in the conflict and on its transformation, have been invited to tackle the questions: Which conflict lines mark the present society? Did peacebuilding activities address the underlying causes? What are obstacles for conflict transformation? What are the potentials and limits of international support? What does "civil society" mean in Bosnia and how is it related to statebuilding and democratisation? How can people constructively deal with the past in order to design the future in the region of former Yugoslavia? The book gives an overview on an important research focus of the Berghof Research Center, highlighting the work of its most important cooperation partners.

Diversity has always been at the heart of Bosnia and Herzegovina's character; even its dual name and physical geography display a particular heterogeneity. The medieval Bosnian state never enjoyed lasting political and ideological unity as its feudal, regional, and religious rifts pulled at the country's seams. Furthermore, because of its location and by a quirk of history, three major world religious and cultural traditions (Catholicism, Islam, and Orthodoxy) became cohabitants in this small Balkan country. Recently, the rebirth of its statehood has been exceptionally bloody and its diversity has been shaken. Even 11 years after the guns were silenced, the country is still under the "benevolent" protection of the international community, whose officials are keeping the state-building process in perpetual suspense, with no final result in sight. The A to Z of Bosnia and Herzegovina sheds light on the uncertain situation Bosnia and Herzegovina faces, while providing essential background information. This is accomplished through a chronology, an introduction, a bibliography, and more than 300 cross-referenced dictionary entries on individual topics spanning Bosnia and Herzegovina's political, economic, religious, and social system along with short biographies on important figures.

Bose (comparative politics, London School of Economics and Political Science) explores the political dimensions of the internally led reconstruction process in the Balkan country since the late-1995 Dayton Peace Agreement. He argues that the post-war experience of Bosnia-Herzegovina is important and relevant for its own sake, but also as a highly visible testing ground for post-Cold War interventions in general and specifically the agendas of Europe, transatlantic security organizations, and development agencies. In the decade following the end of the Cold War the United States undertook several nation-building missions around the globe, most of which have failed. We said we'd bring order to Somalia, but we left chaos. We went to Haiti to restore democracy, but left tyranny. We intervened in Kosovo to create a multiethnic democracy, but we may become embroiled in renewed strife and bloodshed. This extremely timely book cuts through the excuses and uncovers the causes of Washington's pattern of failure.

All fourteen major peacebuilding missions launched between 1989 and 1999 shared a common strategy for consolidating peace after internal conflicts: immediate democratization and marketization. Transforming war-shattered states into market democracies is basically sound, but pushing this process too quickly can have damaging and destabilizing effects. The process of liberalization is inherently tumultuous, and can undermine the prospects for stable peace. A more sensible approach to post-conflict peacebuilding would seek, first, to establish a system of domestic institutions that are capable of managing the destabilizing effects of democratization and marketization within peaceful bounds and only then phase in political and economic reforms slowly, as conditions warrant. Peacebuilders should establish the foundations of effective governmental institutions prior to launching wholesale liberalization programs. Avoiding the problems that marred many peacebuilding operations in the 1990s will require longer-lasting and, ultimately, more intrusive forms of intervention in the domestic affairs of these states. This book was first published in 2004.
