HauptbeschreibungWelfare pluralism is often seen as a possible solution to the welfare crisis many western countries are experiencing. Alternative sources of welfare provisions have become attractive in systems once dominated by the state. The family, the company and voluntary organizations can provide services where the state has left a gap. There are, however, several grounds for scepticism about the benefits of welfare pluralism. There is sometimes a general fear of privatization of public commitments and concerns about quality and equal treatment of all citizens. This book serves a handy presentation of the problem and developments and offers a critical discussion of the concept and ideas of welfare pluralism. In a comprehensive comparative empirical analysis, the road to welfare pluralism is studied in three different kinds of western European welfare states - Sweden, Germany and Britain. From official documents and public statements made by centrally placed policy makers, we can see how welfare pluralism is motivated, supported and organized. With the obvious different experiences and policies of the three countries, the study still discerns some common patterns in the way Sweden, Germany and Britain cope with the challenges of the welfare state and of welfare pluralism.

In discussions of economics, governance, and society in the Nordic countries, “the welfare state” is a well-worn analytical concept. However, there has been much less scholarly energy devoted to historicizing this idea beyond its postwar emergence. In this volume, specialists from Denmark, Finland, Sweden, Norway, and Iceland chronicle the historical trajectory of “the welfare state,” tracing the variable ways in which it has been interpreted, valued, and challenged over time. Each case study generates valuable historical insights into not only the history of Northern Europe, but also the welfare state itself as both a phenomenon and a concept.

This new study assesses the welfare state to ask key questions and draw new conclusions about its place in modern society. It shows how the welfare states that we have inherited from the early post-war years had one main objective: to protect the income of the male breadwinner. Today, however, massive social change, in particular the shift from industrial to post-industrial societies and economies, have resulted in new demands being put on welfare states. These demands originate from situations that are typical of the new family and labour market structures that have become widespread in western countries since the 1970s and 1980s, characterised by the clear prevalence of service employment and by the massive entry of women in the labour market. Against this background, this book: * presents a precise and clear definition of 'new social risks'. A concept being increasingly used in welfare state literature. * focuses on the groups that are mostly exposed to new social risks (women, the young, the low-skilled) in order to study their political behaviour. * assesses policymaking processes that can lead to successful adaptation. It covers key areas such as child care, care for elderly people, adapting pensions to atypical career patterns, active labour market policies, and policy making at the EU level. This book will be of great interest for all students and scholars of politics, sociology and the welfare state in particular.

Excerpt from The Road Upward: Three Hundred Years of Public Welfare in New York State We have freed ourselves from many of the prejudices and shortcomings of the past, but many more still remain with us. Our predecessors have much to teach us; we are inspired by their achievements and sobered by their failures. We can follow those paths they blazed that lead toward progress, wecan try to avoid the pitfalls that lie along the way. A rich tradition has been handed down to our generation, and we should try to rediscover it and to cherish it as a torch lighting the way to further progress. We are justly proud of the progressive tradition built up in the State Board of Social Welfare since its establishment, by such leaders in social service as John V. L. Pruyn, Theodore W. Dwight, William Pryor Letchworth, Josephine Shaw Lowell, Stephen Smith, Oscar Craig and William Rhinelander Stewart. The road upward has been a difficult one; but the climb has not been undertaken in vain. We have not yet reached the summit; but we can hope for the future because we base the present upon the lessons of the past. Three Worlds of Relief examines the role of race and immigration in the development of the American social welfare system by comparing how blacks, Mexicans, and European immigrants were treated by welfare policies during the Progressive Era and the New Deal. Taking readers from the turn of the twentieth century to the dark days of the Depression, Cybelle Fox finds that, despite rampant nativism, European immigrants received generous access to social welfare programs. The communities in which they lived invested heavily in relief. Social workers protected them from snooping immigration agents, and ensured that noncitizenship and illegal status did not prevent them from receiving the assistance they needed. But that same helping hand was not extended to Mexicans and blacks. Fox reveals, for example, how blacks were relegated to racist and degrading public assistance programs, while Mexicans who asked for assistance were deported with the help of the very social workers they turned to for aid. Drawing on a wealth of archival evidence, Fox paints a riveting portrait of how race, labor, and politics combined to create three starkly different worlds of relief. She debunks the myth that white America's immigrant ancestors pulled themselves up by their bootstraps, unlike immigrants and minorities today. Three Worlds of Relief challenges us to reconsider not only the historical record but also the implications of our past on contemporary debates about race, immigration, and the American welfare state.
