Since colonial times the position of the social, political and economic elites in Latin America has been intimately connected to their control over natural resources. Consequently, struggles to protect the environment from over-exploitation and contamination have been related to marginalized groups’ struggles against local, national and transnational elites. The recent rise of progressive, left-leaning governments – often supported by groups struggling for environmental justice – has challenged the established elites and raised expectations about new regimes for natural resource management. Based on case-studies in eight Latin American countries (Argentina, Brazil, Chile, Ecuador, Colombia, Bolivia, El Salvador and Guatemala), this book investigates the extent to which there have been elite shifts, how new governments have related to old elites, and how that has impacted on environmental governance and the management of natural resources. It examines the rise of new cadres of technocrats and the old economic and political elites’ struggle to remain influential. The book also discusses the challenges faced in trying to overcome structural inequalities to ensure a more sustainable and equitable governance of natural resources. This timely book will be of great interest to researchers and masters students in development studies, environmental management and governance, geography, political science and Latin American area studies.

Dealing with Peace presents the struggles of the Guatemalan campesino (peasant) social movement during the country's post-conflict transition from 1996 to the present, focusing on efforts to obtain land and improve livelihoods within a shifting, yet consistently hostile, political-economic environment. With special focus on the relationship between the movement and the neoliberal state, Simon Granovsky-Larsen asks whether the acceptance of neoliberal resources - in this case, support for land access in Guatemala provided by the World Bank-funded Fondo de Tierras - reduces the potential for social movements to continue to work for transformative change. Positioned in contrast to studies warning that social movements cannot maintain their original vision after accepting such support, this book argues that organizations within the Guatemalan campesino movement have engaged strategically with neoliberalism, utilizing available resources to advance visions of social change. Using a wealth of primary data collected over more than a year of fieldwork, it contributes significantly to the study of Guatemalan politics and advances understandings of the grounded operation of neoliberalism. The Colombian activist Juan Gregorio Palechor (1923–1992) dedicated his life to championing indigenous rights in Cauca, a department in the southwest of Colombia, where he helped found the Regional Indigenous Council of Cauca. Este ensayo nace de un estudio profundo sobre minorías a través del máster: Derechos Humanos, Democracia y Globalización y por un estudio etnográfico con la población indígena, en Cobán (Guatemala, mayo 2022), que se refleja en el anexo del libro. Los pueblos indígenas han luchado por disponer de tierras propias para desarrollar y preservar su cultura y garantizar su sustento económico. Disponer de tierra propia se puede considerar una condición básica para la supervivencia y para gozar de una vida digna. El desplazamiento de sus territorios ancestrales, por lo general, implica la migración forzosa hacia centros urbanos, conduciendo a las comunidades indígenas a una situación de vulnerabilidad socioeconómica y pérdida de la propia identidad como de los valores culturales que los representan, lo cual vulnera sus derechos humanos. Así mismo, expresa el prologuista don Fredy Gálvez (Guatemala): «El derecho consuetudinario indígena hace de mediador entre lo que somos y entre aquello que el Estado no atiende de la cultura indígena», gerente importante de defensa de sus derechos y libertades. La comunidad indígena del Cauca en Colombia se ha enfrentado a un contexto de usurpación de sus territorios ancestrales, conflicto además anexionado por violencia del ejército y paramilitares. En ello destacan sus formas de resistencia civil de confrontación no violenta. Por tanto, este ensayo proporciona un acercamiento a la cultura indígena, la lucha por preservar su identidad y el derecho a la autonomía y libertad, así como por el respeto a la Madre Tierra y a los bienes naturales que no deben ser nunca un mero producto de explotación, así como sus propias vidas.
