In this book, HP Lee explores how the separation of powers doctrine in Malaysia has been adversely affected by a number of major constitutional conflicts among the various important organs of government. The author first analyses the struggle by parliament for supremacy over the Malay Rulers or Sultans by expunging the need for the royal assent to the enactment of legislation and removing royal immunities. Lee then turns to the contemporary role of the Malay Rulers and the reasons for the perceived rejuvenation of these Malay Rulers. The book goes on to examine the series of controversies and scandals which have plagued the judiciary since the tumultuous judiciary crisis of 1988, and the efficacy of the reforms which have been introduced to restore public confidence in the judiciary. These conflicts and a number of statutory enactments are analysed to determine their impact on the state of constitutionalism in Malaysia. The Malaysian political system incorporates a mix of democratic and authoritarian characteristics. In this comprehensive account, Harold Crouch argues that, while they may appear contradictory, the responsive and the repressive features of the system combine in an integrated and coherent whole. Consistently dominated by the Malay party UMNO, which represents the largest ethnic group, the Malaysian government requires the support of its Chinese, Indian, and East Malaysian minorities to retain control. The need to appeal to a politically and ethnically divided electorate restrains the arbitrary exercise of power by the ruling coalition. As a result, the government responds to popular aspirations, particularly since a split in the dominant Malay party in the 1980s. Yet it also controls the electoral process, ensuring victory in all national elections. Communal, social, and economic factors have all contributed in rather ambiguous ways to shaping the Malaysian political system. Communal tensions, change in the class structure, and the consequences of economic growth have generated pressures in both democratic and authoritarian directions. The government has been remarkably stable despite sharp ethnic divisions and, Crouch suggests, it is unlikely to move swiftly toward full democracy in the near future.

Southeast Asia has long been seen as a unity, although other terms have been used to describe it: Further India, Little China, the Nanyang. The region has had a protracted maritime history. Confucianism, Buddhism, Islam, Hinduism, Christianity are all represented. It has seen a quintet of colonial powers - Britain, France, The Netherlands, Spain, the United States. The Cambridge History of Southeast Asia is a multi-authored treatment of the whole of mainland and island Southeast Asia from Burma to Indonesia. Unlike other histories of the region, it is not divided on a country-by-country basis and is not structured purely chronologically, but rather takes a thematic and regional approach to Southeast Asia's history. This volume, the second and final in the series, takes us into the nineteenth and twentieth centuries, from the late eighteenth century of the Christian era when most of the region was incorporated into European empires to the complexity and dramatic change of the post-World War II period. It covers the economic and social life as well as the religious and popular culture of the region as they develop over two centuries.
