This book presents research on the emergence of the Bill of Rights from the constitutional ratification debates through to adoption of the first ten amendments of the Constitution. Its aim is to answer the following questions: when did Americans first see the need for a Bill of Rights? Who provided the inspiration for its enactment? What were the circumstances that led to the proposing of a Bill of Rights? And why is it important for us to understand how our Bill of Rights came into existence? This study begins in Europe in 1456 with the historical framework that traces the evolution of the Bill of Rights; it ends with the ratification of ten amendments to the new United States Constitution in December of 1791. Co-published with the Center for First Amendment Studies.

Many important questions regarding the creation and adoption of the United States Constitution remain unresolved. Did slaveholdings or financial holdings significantly influence our Founding Fathers' stance on particular clauses or rules contained in the Constitution? Was there a division of support for the Constitution related to religious beliefs or ethnicity? Were founders from less commercial areas more likely to oppose the Constitution? To Form a More Perfect Union successfully answers these questions and offers an economic explanation for the behavior of our Founding Fathers during the nation's constitutional founding. In 1913, American historian Charles A. Beard controversially argued in his book An Economic Interpretation of the Constitution of the United States that the framers and ratifiers of the Constitution were less interested in furthering democratic principles than in advancing specific economic and financial interests. Beard's thesis eventually emerged as the standard historical interpretation and remained so until the 1950s. Since then, many constitutional and historical scholars have questioned an economic interpretation of the Constitution as being too narrow or too calculating, believing the great principles and political philosophies that motivated the Founding Fathers to be worthier subjects of study. In this meticulously researched reexamination of the drafting and ratification of our nation's Constitution, Robert McGuire argues that Alexander Hamilton, James Madison, George Mason and the other Founding Fathers did act as much for economic motives as for abstract ideals. To Form a More Perfect Union offers compelling evidence showing that the economic, financial, and other interests of the founders can account for the specific design and adoption of our Constitution. This is the first book to provide modern evidence that substantiates many of the overall conclusions found in Charles Beard's An Economic Interpretation while challenging and overturning other of Beard's specific findings. To Form a More Perfect Union presents an entirely new approach to the study of the shaping of the U.S. Constitution. Through the application of economic thinking and rigorous statistical techniques, as well as the processing of vast amounts of data on the economic interests and personal characteristics of the Founding Fathers, McGuire convincingly demonstrates that an economic interpretation of the Constitution is valid. Radically challenging the prevailing views of most historians, political scientists, and legal scholars, To Form a More Perfect Union provides a wealth of new findings about the Founding Fathers' constitutional choices and sheds new light on the motivations behind the design and adoption of the United States Constitution.

America is at a pivotal crossroads. The soul of our nation is at stake and in peril. A new public narrative is needed to unite Americans around common values and to counter the increasing discord and acrimony in our politics and culture. The process of healing and creating a more perfect union in our nation must start now. The moral vision of Martin Luther King Jr.'s Beloved Community, which animated and galvanized the civil rights movement of the 1950s and 1960s, provides a hopeful way forward. In A More Perfect Union, Adam Russell Taylor, president of Sojourners, reimagines a contemporary version of the Beloved Community that will inspire and unite Americans across generations, geographic and class divides, racial and gender differences, faith traditions, and ideological leanings. In the Beloved Community, neither privilege nor punishment is tied to race, gender, religion, sexual orientation, or economic status, and everyone is able to realize their full potential and thrive. Building the Beloved Community requires living out a series of commitments, such as true equality, radical welcome, transformational interdependence, E Pluribus Unum ("out of many, one"), environmental stewardship, nonviolence, and economic equity. By building the Beloved Community we unify the country around a shared moral vision that transcends ideology and partisanship, tapping into our most sacred civic and religious values, enabling our nation to live up to its best ideals and realize a more perfect union.

"It is spectacular to watch his poems upend everything. In this book, the paint squeezes its artist from the tube. The facts are not to be believed, but you will ardently believe that they are facts."--Darcie Dennigan, author of 'Corinna A-maying the Apocalypse' This loosely federated republic of curses, verses, and fractured mythic narratives holds a single truth to be self-evident: our genius for disorder is our truest gift. Dear Reader, Many people have wondered why I’ve been speaking out on controversial issues for the last few years. They say I’ve never held political office. I’m not a constitutional scholar. I’m not even a lawyer. All I can say to that is “Guilty as charged.” It’s true that I’ve never voted for a budget America could not afford. I’ve never raised anyone’s taxes. And I’ve never promised a lobbyist anything in exchange for a donation. Luckily, none of that really matters. Our founding fathers didn’t want a permanent governing class of professional politicians. They wanted a republic, in Lincoln’s words, "of the people, by the people, and for the people." A country where any farmer, small-business owner, manual laborer, or doctor could speak up and make a difference. I believe that making a difference starts with understanding our amazing founding document, the U.S. Constitution. And as someone who has performed brain surgery thousands of times, I can assure you that the Constitution isn’t brain surgery. The founders wrote it for ordinary men and women, in clear, precise, simple language. They intentionally made it short enough to read in a single sitting and to carry in your pocket. I wrote this book to encourage every citizen to read and think about the Constitution, and to help defend it from those who misinterpret and undermine it. In our age of political correctness it’s especially important to defend the Bill of Rights, which guarantees our freedom to speak, bear arms, practice our religion, and much more. The Constitution isn’t history—it’s about your life in America today. And defending it is about what kind of country our children and grandchildren will inherit. I hope you’ll enjoy learning about the fascinating ways that the founders established the greatest democracy in history—and the ways that recent presidents, congresses, and courts have threatened that democracy. As the Preamble says, the purpose of the Constitution is to create a more perfect union. My goal is to empower you to help protect that union and secure the blessings of liberty. Sincerely, Ben Carson
