One may argue that police states come in a variety of flavors. History never repeats itself in exact detail. The Soviet police state was different from the Chinese which was different from the Nazis which was different from that of the Prussians. The alleged American police state, too, may have its unique qualities: "We don't have concentration camps for "undesirables." But we do have a camp in Cuba (savor the irony ...) holding unknown "combatants" in an undeclared war without benefit of legal representation or due process or other Constitutional protections."22 From the above mentioned examples it's possible to conclude, that the police state is characterized by the growth of the administrative branch and the utmost expansion and politicization of the police, a desire to totally submit the individual to the state's control, thus stripping him of individual freedom and degrading his dignity, etc. The focus of this paper will be on experiences of Nazi Germany and Soviet Russian until the end of the Second World War.
