La «questione regionale», aperta lungo l’intero corso della storia italiana unitaria, si è posta dapprima come istanza per l’introduzione delle Regioni nella struttura dello Stato fino alla Costituzione repubblicana del 1948, poi come attuazione dell’ordinamento regionale, che si sarebbe avviata per le Regioni a statuto ordinario, ventidue anni dopo, con l’elezione dei consigli regionali nel 1970. Nell’ambito della questione regionale italiana la specificità della questione regionale molisana si è segnalata per aver rappresentato dalle origini negli anni Venti del secolo scorso e fino alla Costituente un «caso»; e più tardi, dopo il riconoscimento del Molise come Regione per separazione dagli Abruzzi nel 1963, un «problema», per il venir meno della sua vitalità economica e della sua coesione sociale di cui è emblematico, con altri fondamentali indicatori, il progressivo vistoso calo demografico a 302 mila residenti all’inizio del 2020. Di qui il coinvolgimento della Regione a statuto ordinario più «piccola e vuota» nelle varie ipotesi discusse in questi ultimi anni per una diversa configurazione regionale italiana incentrata su nuove entità di area vasta. Con l’ampia introduzione che li sostiene, gli articoli che si ripropongono in Appendice documentano una lunga attenzione alla questione regionale molisana fino alle più marcate criticità del presente nel quadro ancora complesso e travagliato del regionalismo italiano.

A settant’anni dall’Assemblea Costituente e dalla Costituzione questa ricerca ricostruisce il dibattito che dette luogo alla configurazione territoriale delle diciannove Regioni cosiddette «storiche» al termine di un lungo e faticoso confronto, ricco di meditate proposte e di fondate perplessità, di precorritrici intuizioni e di pervicaci ostilità come si espressero sull’introduzione dell’ordinamento regionale nella nuova organizzazione dello Stato, quando al calcolo politico pur presente negli schieramenti contrapposti si accompagnò una rara e forse ineguagliabile passione civile. In tale ambito, il particolare percorso della questione regionale molisana non si limita a delineare gli elementi che fecero del Molise un «caso» destinato ad essere chiuso tardivamente con legge costituzionale del 27 dicembre 1963, ma offre spunti di riflessione tuttora utili alla più generale comprensione dei problemi non risolti e delle prospettive ancora aperte della questione regionale nella storia italiana.
