In an increasingly interconnected and complex world, the concept of national security has undergone a fundamental transformation. Traditional notions of security, centered around safeguarding borders and deterring military aggression, are no longer sufficient to address the multifaceted challenges that our nation faces today. Threats can now emerge from a wide range of sources, from cyberattacks to pandemics to climate change. **Tomorrow's Security** offers a comprehensive and forward-looking roadmap for developing a proactive and adaptive security strategy that meets the demands of the 21st century. Drawing on the expertise of leading security experts, policymakers, and practitioners, this book provides a thorough analysis of the evolving security landscape and offers practical recommendations for safeguarding our nation. The book begins by examining the changing nature of security in the 21st century. It explores the rise of new threats, such as cyberattacks, pandemics, and climate change, and analyzes their implications for national security. It also examines the role of technology in security, both as a potential source of vulnerability and as a powerful tool for strengthening our defenses. Subsequent chapters delve into specific aspects of security, including critical infrastructure protection, countering terrorism and extremism, addressing transnational organized crime, and mitigating climate and environmental risks. Each chapter provides a comprehensive overview of the challenges and opportunities associated with each topic, and offers specific recommendations for policymakers and practitioners. **Tomorrow's Security** also emphasizes the importance of international cooperation in addressing global security challenges. It argues that no nation can achieve security in isolation, and that collective action is essential to effectively confront transnational threats. The book explores the role of international organizations, such as the United Nations and NATO, in promoting security and stability around the world. The final chapter of the book looks to the future of security. It identifies emerging trends and challenges, and offers recommendations for how we can prepare for and adapt to the security environment of the future. **Tomorrow's Security** concludes with a call for a renewed commitment to global cooperation and a shared responsibility for creating a more secure and prosperous future. Throughout the book, the authors draw on real-world examples and case studies to illustrate the challenges and opportunities associated with each topic. They also provide practical recommendations for policymakers and practitioners, based on the latest research and best practices. **Tomorrow's Security** is an essential resource for anyone who wants to understand the complex and evolving nature of security in the 21st century. The first examination of predictive technology from the perspective of Catholic theology Probabilistic predictions of future risk govern much of society. In business and politics alike, institutional structures manage risk by controlling the behavior of consumers and citizens. New technologies comb through past data to predict and shape future action. Choosing between possible future paths can cause anxiety as every decision becomes a calculation to achieve the most optimal outcome. Tomorrow’s Troubles is the first book to use virtue ethics to analyze these pressing issues. Paul Scherz uses a theological analysis of risk and practical reason to show how risk-based decision theory reorients our relationships to the future through knowledge of possible dangers and foregone opportunities—and fosters a deceptive hope for total security. Scherz presents this view of temporality as problematic because it encourages a desire for stability through one’s own efforts instead of reliance on God. He also argues that the largest problem with predictive models is that they do not address individual reason and free will. Instead of dwelling on a future, we cannot control, we can use our past experiences and the Christian tradition to focus on discerning God’s will in the present. Tomorrow’s Troubles offers a thoughtful new framework that will help Christians benefit from the positive aspects of predictive technologies while recognizing God’s role in our lives and our futures.

The world is facing an ever-changing array of complex threats to international security. Yet intelligence agencies have a mixed record of anticipating these threats, while decision makers have an equally mixed record of effectively acting on predictive intelligence when offered. Sometimes intelligence has provided a useful warning, such as Russia’s invasion of Ukraine, but at other times it has failed to anticipate critical events, such as the progress of fighting in Ukraine or the likelihood that a mob would carry out a deadly assault on the US Capitol building. And at still other times intelligence agencies appear to have provided warning, and yet policy makers failed to listen, such as before the Hamas attack on Israel on October 7, 2023. This book casts new light on past failures and suggests new frameworks for thinking about future threats and challenges. Written for academics and practitioners, it answers key questions about how intelligence can better inform policy makers and, in turn, help them anticipate and act upon future threats. The chapters in this book were originally published as a special issue of Journal of Policing, Intelligence and Counter Terrorism.
