This book explores in what ways both sides involved in the so-called war on terror are using schoolchildren as propaganda tools while putting the children's security at grave risk. The book explores how terrorists use attacks on education to attempt to destabilize the government while the government and the international aid community use increases in school attendance as an ostensible index of largely illusory progress in the overall security situation and in development. The book challenges the notion that unoccupied civilian schools are not entitled under the law of armed conflict to a high standard of protection which prohibits their use for military purposes. Also examined are the potential violations of international law that can occur when government and education aid workers encourage and facilitate school attendance, as they do, in areas within conflict-affected states such as Afghanistan where security for education is inadequate and the risk of terror attacks on education high.

The threat of terrorist attack continues to feature prominently in the field of homeland security. This book presents the proceedings of the NATO Centre of Excellence – Defence Against Terrorism (COE-DAT) Advanced Research Workshop entitled Homeland Security Organization in Defence Against Terrorism, held in Ankara, Turkey, in November 2009. The workshop brought together participants from some 13 countries and consisted of five sessions: current threats to homeland security from terrorism; homeland security organization; legal and security responses to terrorism in homeland security; the challenge of international terrorism; other threats; and countering radicalization and the psychology of terrorism. During these sessions, presentations by thirteen expert speakers from eight countries were followed by a debate. The workshop concluded with a final discussion of all the topics reflected in the individual papers presented. This book examines the dynamics of terrorist financing, including a discussion about the importance of money from both the terrorist and the counter-terrorist perspective. Targeting Terrorist Financing argues that it is not the institutions that have failed the war on terrorist financing; rather it is the states that have failed the institutions. The measures contemplated by the world community to interdict terrorists and their financial infrastructures are sufficient to debilitate the terrorists both militarily and financially. However, what has been increasingly lacking is political will among the states, and this has overwhelmed the spirit of cooperation in this very critical front against terrorism. This volume assesses the need for international cooperation and the role of institutions and regimes in targeting terrorist financing. After the 9/11 attacks, there was an expression of global willingness to target terrorism generally, and terrorist financing in particular. The institutional mechanisms that grew out of this are explored in detail here, with a critical examination of the progress made by the international community. The impact of these measures is considered with respect to changes in the nature of the terrorist threat, money confiscated, adoption of international conventions, and global standards by states, and levels of compliance, among others. This book will be of great interest to students of terrorism, international organisations, international security, and IR in general.
