Significant vulnerability of water systems to drought is a common issue of water resources management in Mediterranean regions. This is due both to the increasing occurrence and severity of drought events and to the growing demand for municipal, tourist, and agricultural uses. The INCO-DC project entitled "A Decision Support System for Mitigation of Drought Impacts in the Mediterranean Regions" (DSS DROUGHT) addresses this issue, contributing to an improved management of water supply systems for irrigation, which represents the most consumptive sector of water resources uses in the Mediterranean region. In order to develop a comprehensive approach toward improved operation of irrigation systems under drought conditions, the project was developed around the following five main, strictly interconnected tasks: Identification of drought characteristics at a site and over a region Modelling irrigation management under conditions of water scarcity Modelling operation of water supply systems under drought conditions Integration of the developed methodologies within a Decision Support System software package Definition of requisites for Drought Watch Systems The research resulted in an advancement of knowledge through in-depth analysis of innovative methodologies, the development of tools to help decision-makers in coping with droughts through the implementation of the developed procedures in software packages, and the application of these tools to the case-studies identified by partners in their countries.

The increasing risk of severe droughts and water shortages emphasizes the need for an integrated approach to drought mitigation. However, effective tools for the implementation of such an approach have not been available till now. This book contributes to an improved preparedness for drought in water supply systems, providing tools useful for a better decision making process in drought management. It presents methods and software features of a Decision Support System (DSS) developed within a European research project and consists of three main parts. The first part deals with the advanced techniques for hydrological drought identification and monitoring; the second analyses the successful use of climate-crop-soil models in defining deficit irrigation strategies; the third provides tools for improving the operation of irrigation supply reservoirs.

The fusion of algebra, analysis and geometry, and their application to real world problems, have been dominant themes underlying mathematics for over a century. Geometric algebras, introduced and classified by Clifford in the late 19th century, have played a prominent role in this effort, as seen in the mathematical work of Cartan, Brauer, Weyl, Chevelley, Atiyah, and Bott, and in applications to physics in the work of Pauli, Dirac and others. One of the most important applications of geometric algebras to geometry is to the representation of groups of Euclidean and Minkowski rotations. This aspect and its direct relation to robotics and vision will be discussed in several chapters of this multi-authored textbook, which resulted from the ASI meeting. Moreover, group theory, beginning with the work of Burnside, Frobenius and Schur, has been influenced by even more general problems. As a result, general group actions have provided the setting for powerful methods within group theory and for the use of groups in applications to physics, chemistry, molecular biology, and signal processing. This book calls the attention of the scientific community, government organizations and non-government agencies, and the general public, to arguably one of the most important and complex of the world’s tropical rainforest regions – the greater Panama Canal Watershed. The Río Chagres basin is the primary source for water to operate the Panama Canal, and also supplies water for electricity generation and potable water for municipal use, but this important national resource is largely unstudied from a scientific standpoint. The broad objective of the book is to characterize and understand the physical and ecological components of an isolated and largely pristine tropical rainforest and describe how the different natural components of a tropical rainforest interact with one another. The majority of the 23 papers contained in the volume are based upon presentations made at an international scientific symposium of the same title held at the Gamboá Rainforest Resort and Conference Center in Gamboá, Panama on 24-26 February 2003. In turn, most of the symposium presentations arose form research undertaken during a multidisciplinary field study conducted in the upper Río Chagres watershed in 2001 by an international group of scientists. Convened under sponsorship of the Autoridad del Canal de Panama, Smithsonian Tropical Research Institute, Universidad Tecnológica de Panama and US Army Yuma Proving Ground Tropic Regions Test Center, this conference brought together some 50 scientists, engineers, and government officials from the international community.

The Soil Conservation Service (SCS) curve number (CN) method is one of the most popular methods for computing the runoff volume from a rainstorm. It is popular because it is simple, easy to understand and apply, and stable, and accounts for most of the runoff producing watershed characteristics, such as soil type, land use, hydrologic condition, and antecedent moisture condition. The SCS-CN method was originally developed for its use on small agricultural watersheds and has since been extended and applied to rural, forest and urban watersheds. Since the inception of the method, it has been applied to a wide range of environments. In recent years, the method has received much attention in the hydrologic literature. The SCS-CN method was first published in 1956 in Section-4 of the National Engineering Handbook of Soil Conservation Service (now called the Natural Resources Conservation Service), U. S. Department of Agriculture. The publication has since been revised several times. However, the contents of the methodology have been nonetheless more or less the same. Being an agency methodology, the method has not passed through the process of a peer review and is, in general, accepted in the form it exists. Despite several limitations of the method and even questionable credibility at times, it has been in continuous use for the simple reason that it works fairly well at the field level.
