This book consists of a selection of articles devoted to new ideas and developments in low dimensional topology. Low dimensions refer to dimensions three and four for the topology of manifolds and their submanifolds. Some of the work involves virtual knot theory where the knots are abstractions of classical knots but can be represented by knots embedded in surfaces. This volume is the result of the author's many-years of research in this field. These results were presented in the author's two books, Introduction to the Algorithmic Measurement Theory (Moscow, Soviet Radio, 1977), and Codes of the Golden Proportion (Moscow, Radio and Communications, 1984), which had not been translated into English and are therefore not known to English-speaking audience.
