Total defence, as a concept, combines and extends military and civil defence: in a state of war or emergency, all social institutions mobilize to defend the state. Total defence forces, led by a diverse workforce of defence and security professionals, are critical to both national defence and international security goals. Total Defence Forces in the Twenty-First Century looks at the various groups that make up this workforce: members of the military’s regular force, reservists, defence civil servants, and contractors working for private military and security companies. When civilian staff and military personnel work towards a common goal, their distinct professional cultures and identities can make integration challenging. Despite the often high levels of partnership, underlying differences affect the quality of the collaboration and, ultimately, organizational and operational effectiveness. This book explores the factors that account for military neutrality as a security strategy for small states. Through comparing the cases of Serbia and Sweden, who have both come to define their security policies in identicial terms of military neutrality/non-alignment, the book introduces a novel conceptual framework that is built against existing knowledge found in the small states and military neutrality literature. Drawing on different theoretical frameworks, the model explains why certain small states choose to stay outside of military alliances in the twenty-first century. The author then applies the new model to the two selected case studies.

This book analyses the origins, experiences, and challenges of total defence in Europe and comprises a broad spectrum of national case studies as well as one international organisation – NATO. The topic of total defence has been brought to the fore by deglobalisation, augmented international tension, the US pivot to Asia, grey‐zone threats, Covid‐19, and not least by the increased Russian threat during the 2010s, which culminated in the invasion of Ukraine in 2022. The analysis here is based on an in‐depth analysis of the four major Nordic countries, the Baltic countries, Poland, Ukraine, Switzerland, and the Netherlands, as well as a perspective from NATO itself. This volume argues that although the activity that we describe as total defence has many labels and various expressions, which follow from each country’s own history, geopolitical setting, and strategic culture, some aspects of it are to be found in most countries. This is because all countries, at least to some extent, will need their armed forces to rely on civil society in a crisis; however, it is a long way from this to a full‐fledged total defence concept. With continued international tension, the need to build resilient societies, and the European need to take more responsibility for its own security in a cost‐efficient way, this book argues that we should expect total defence to gain importance in the 21st century. This book will be of much interest to students of security studies, defence studies, European politics, and International Relations in general.

This edited volume examines deterrence and the defense efforts of European states neighboring Russia, following the Crimean intervention. Deterrence, after being largely absent from debates among academics and policy-makers for almost a quarter of a century, has made a comeback in Europe. Since Russia’s annexation of Crimea and the start of the military conflict in Ukraine’s Donbass region, eastern and northern European states have revised their assessments of Russia’s policies and intentions. The approach used by Russia in Ukraine has rendered lessons learned from the Cold War deterrence only partially applicable due to the changing security situation in Europe. The emergence of the cyber realm, a smaller emphasis on nuclear deterrence, and the ideological conflict between Russia and the West, are among the key differences between the Cold War and the current security environment. Structured into two parts, the first part discusses conceptual aspects of deterrence, while the second discusses ten country case studies, which include both NATO and non-NATO countries. Transformation should lie at the heart of our new approach to defense. Arms purchases are among the most expensive, technologically challenging and politically controversial decisions made by modern-day governments.
