Statistical evidence is used to recommend improvements to performance outcomes, such as time compression, cost reduction, quality and innovation. Aid to developing countries started well before World War II, but was undertaken as an ad hoc activity or was delivered by private organizations. This changed after the War. In his Inaugural Address in 1949, the American President, Harry Truman, announced a “bold new programme for making the benefits of our scientific advances and industrial progress available for the improvement and growth of underdeveloped nations” (the so-called “Point IV” Plan). At that time it was thought that this support would be needed only for a limited number of years, comparable to the Marshall Plan assistance to Europe. But reality proved to be different: providing aid was a very long-term affair. Since the Fifties, the aid provided has changed at different occasions. In the beginning, aid concentrated on constructing infrastructure, such as roads, railways, dams, and harbours, in order to promote industrial development. In the Sixties, aid to agriculture was added, and in the Seventies aid to social sectors (Basic Needs) was also provided. The Eighties brought worldwide debt problems. Major donors applied structural adjustment policies; some called this the lost decade (década perdida). The Nineties saw the arrival of the first environmental considerations, and asked for attention for the role of women and good governance. The form of aid changed from projects to programmes and budget support. Describing the different aid forms of the last 65 years and analysing why aid changed from time to time are the subjects of this book. Professionals and students in the area of international cooperation will benefit from studying this history, as, at this moment, old concepts are reappearing or applied by new donors like China. Is the pendulum really swinging back, as Louis Emmerij at one point suggested?

Human Resource Development in Education is a treatise that will be useful not only for the managers, principals, and appraisers but also benefit the teachers by making them aware of their pious duties toward the students and their parents expectations in particular and the entire society in general. This book highlights the significance of providing in-service opportunities for higher education to the teachers and paving effective ways to appraise their efficiency and proficiency thereafter and making further arrangements for their need-based in-service or on-job training if need be for their professional development. It will enlighten the educational managers and administrators to the extent what assignment ought to be given to which teacher for the smooth functioning of the institution so that wastage in terms of time, money, and manpower could be reduced to a great extent. It further highlights the importance of timely feedback for the teacher from the appraiser and for the students from the teachers. The appraisers have been cautioned against the futility of appraisal sans quick feedback to the appraisees. This book studies the positive results and significance of effective leadership, well-spelled objectives of educational management, effects of voluntary collaborative work culture, and role-playing qualities of student-friendly teachers and their capabilities for threadbare self-appraisal, and further guides the teachers effectively. The writer has been a successful teacher and educational administrator. His experiences have enriched this book, and they make its study educative and interesting, prompting the teachers to revisit their methods of teaching and providing in-time feedback to the students. We feel this book will prove to be a milestone in the management of education. But we do not claim it to be a final word. We shall hail a thorough appraisal of this work. Hence suggestions from the academicians are welcome at [email protected].

How do conscious experience, subjectivity, and free will arise from the brain and the body? Even in the late 20th century, consciousness was considered to be beyond the reach of science. Now, understanding the neural mechanisms underlying consciousness is recognized as a key objective for 21st century science. The cognitive neuroscience of consciousness is a fundamentally multidisciplinary enterprise, involving powerful new combinations of functional brain imaging, computational modelling, theoretical innovation, and basic neurobiology. Its progress will be marked by new insights not only into the complex brain mechanisms underlying consciousness, but also by novel clinical approaches to a wide range of neurological and psychiatric disorders. These innovations are well represented by the contents of the present volume. A target article by Victor Lamme puts forward the contentious position that neural evidence should trump evidence from behaviour and introspection, in any theory of consciousness. This article and its several commentaries advance one of the fundamental debates in consciousness science, namely whether there exists non-reportable phenomenal consciousness, perhaps dependent on local rather than global neural processes. Other articles explore the wider terrain of the new science of consciousness. For example, Maniscalco and colleagues use theta-burst transcranial magnetic stimulation to selectively impair metacognitive awareness; Massimini and coworkers examine changes in functional connectivity during anesthesi, and Vanhaudenhuyse et al describe innovations in detecting residual awareness following traumatic brain injury. Together, then contents of this volume exemplify the `grand challenge of consciousness' in combining transformative questions about the human condition with a tractable programme of experimental and theoretical research.
