"The U.S. Navy has many unique naval engineering needs that demand a highly capable and robust U.S. naval engineering enterprise. In seeking an independent review of the unclassified elements of its National Naval Responsibilities—Naval Engineering (NNR-NE) program, the Office of Naval Research (ONR) asked for recommendations on ways to ensure the program meets the many naval engineering research, education, and workforce needs that will be critical to the Future Navy. Toward New Naval Platforms: A Strategic View of the Future of Naval Engineering recommends a number of strategies, including advice that ONR adopt a “lead, leverage, and monitor” framework for the programming, prioritization, and integration of its investments within and across the NNR-NE’s three “pillars” of science and technology (S&T), education and workforce development, and experimental infrastructure. The report points out that as the technological landscape critical to naval engineering continues to expand at a rapid pace, NNR-NE must make strategic choices about when it should invest directly in research that meets naval-unique S&T needs, and when it should leverage technological advances from other domains. Likewise, the report points to the importance of the NNR-NE making direct investments to inspire STEM interest among K-12 students and attract undergraduate and graduate students to the field of naval engineering but also to leverage the many STEM programs found elsewhere in the Navy and Department of Defense. The future national security environment will present the naval forces with operational challenges that can best be met through the development of military capabilities that effectively leverage rapidly advancing technologies in many areas. The panel envisions a world where the naval forces will perform missions in the future similar to those they have historically undertaken. These missions will continue to include sea control, deterrence, power projection, sea lift, and so on. The missions will be accomplished through the use of platforms (ships, submarines, aircraft, and spacecraft), weapons (guns, missiles, bombs, torpedoes, and information), manpower, materiel, tactics, and processes (acquisition, logistics,and so on.). Accordingly, the Panel on Technology attempted to identify those technologies that will be of greatest importance to the future operations of the naval forces and to project trends in their development out to the year 2035. The primary objective of the panel was to determine which are the most critical technologies for the Department of the Navy to pursue to ensure U.S. dominance in future naval operations and to determine the future trends in these technologies and their impact on Navy and Marine Corps superiority. A vision of future naval operations ensued from this effort. These technologies form the base from which products, platforms, weapons, and capabilities are built. By combining multiple technologies with their future attributes, new systems and subsystems can be envisioned. Technology for the United States Navy and Marine Corps, 2000-2035 Becoming a 21st-Century Force:Volume 2: Technology indentifies those technologies that are unique to the naval forces and whose development the Department of the Navy clearly must fund, as well as commercially dominated technologies that the panel believes the Navy and Marine Corps must learn to adapt as quickly as possible to naval applications. Since the development of many of the critical technologies is becoming global in nature, some consideration is given to foreign capabilities and trends as a way to assess potential adversaries' capabilities. Finally, the panel assessed the current state of the science and technology (S&T) establishment and processes within the Department of the Navy and makes recommendations that would improve the efficiency and effectiveness of this vital area. The panel's findings and recommendations are presented in this report.

Naval modernization is an extremely expensive, time-consuming, and a relatively rare phenomenon. Scholars have proposed various arguments to explain this process ranging from bureaucratic politics, to nationalism, and to the security dilemma. The Nexus of Naval Modernization in India and China demonstrates that from 1990 until 2020, the primary driver of naval modernization resulted from a strategic rivalry. Key to strategic rivalries is perceived threat perceptions that cause decision makers to prepare for worst-case scenarios when trying to decipher their enemy's behaviour. When a state believes it is threatened by a rival's naval power it is likely to pursue its own form of naval modernization for self-protection. Importantly, rivalries do not exist in a vacuum and are frequently linked. This project will reveal how the interconnected nature of rivalries can also cause naval modernization. Through a close examination of scholarly works, government documents, and in-depth focused interviews with experts based in India, China, Australia, and the U.S. Colley argues that while strategic rivalry is not the only driver of naval modernization, it is the most compelling explanation. Other arguments are frequently embedded within the strategic rivalry model and thus are best seen as only partial drivers. This study contributes to the rivalry research program as well as the policy and security studies literatures.

The Department of the Navy maintains a vigorous science and technology (S&T) research program in those areas that are critically important to ensuring U.S. naval superiority in the maritime environment. The Navy has put forth a new construct for its strike forces that enables more effective forward deterrence and rapid response. A key aspect of this construct is the need for flexible, adaptive command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. To assist development of this capability, the Navy asked the NRC to examine C4ISR for carrier, expeditionary, and strike and missile defense strike groups, and for expeditionary strike forces. The United States must operate successfully in space to help assure its security and economic well being. The Department of the Navy is a major user of space capabilities, although those capabilities are now primarily provided by DOD, the Air Force, and NOAA. Following a DOD assessment of national space security management in 2001, the Navy commissioned a Panel to Review Space to assess Navy space policy and strategy. As an extension of that review, the NRC was requested by the Navy to examine its needs in space for providing future operational and technical capabilities. This report presents a discussion of the strategic framework of future space needs, the roles and responsibilities for meeting those needs, an assessment of Navy support to space mission areas, and a proposed vision for fulfilling Naval forces space needs.
