Although many local authorities underline the important role of citizens in climate adaptation, many experience difficulties with organizing citizen participation in a way that is meaningful to both citizens and policymakers. Climate change is for many simply not a top priority. Besides, the future is often rather abstract to people, citizens in particular. We argue that practical tools are needed to help citizens structure the process of thinking about and designing the future of their living environment under the impacts of climate change. The toolbox Towards a climate-resilient future together offers practical foresight methods and tools for organizing citizen participation in the process of building climate-resilient futures. It provides an overview of the state the art of and hands-on guidance for executing participatory foresight methods and showcases some of the lessons learned from several international research programs on citizen engagement. If not addressed in time, climate change is expected to exacerbate Nigeria’s current vulnerability to weather swings and limit its ability to achieve and sustain the objectives of Vision 20:2020 [as defined in http://www.npc.gov.ng /home/doc.aspx?mCatID=68253]. The likely impacts include: • A long-term reduction in crop yields of 20–30 percent • Declining productivity of livestock, with adverse consequences on livelihoods • Increase in food imports (up to 40 percent for rice long term) • Worsening prospects for food security, particularly in the north and the southwest • A long-term decline in GDP of up to 4.5 percent The impacts may be worse if the economy diversifies away from agriculture more slowly than Vision 20:2020 anticipates, or if there is too little irrigation to counter the effects of rising temperatures on rain-fed yields. Equally important, investment decisions made on the basis of historical climate may be wrong: projects ignoring climate change might be either under- or over-designed, with losses (in terms of excess capital costs or foregone revenues) of 20–40 percent of initial capital in the case of irrigation or hydropower. Fortunately, there is a range of technological and management options that make sense, both to better handle current climate variability and to build resilience against a harsher climate: • By 2020 sustainable land management practices applied to 1 million hectares can offset most of the expected shorter-term yield decline; gradual extension of these practices to 50 percent of cropland, possibly combined with extra irrigation, can also counter-balance longer-term climate change impacts. • Climate-smart planning and design of irrigation and hydropower can more than halve the risks and related costs of making the wrong investment decision. The Federal Government could consider 10 short-term priority responses to build resilience to both current climate variability and future change through actions to improve climate governance across sectors, research and extension in agriculture, hydro-meteorological systems; integration of climate factors into the design of irrigation and hydropower projects, and mainstreaming climate concerns into priority programs, such as the Agriculture Transformation Agenda.

Climate change is real and it is man-made. We have put so many greenhouse gas pollutants into the atmosphere that we will see significant and long-term change that we need to adapt and adjust to. It is important for development practitioners to understand these impacts and the challenge of how and when to adapt to climate change. There are plenty of grim presentations of what the extremes of the possible climate scenarios will throw at us over the next 100 years, but not all change will be disastrous; some change will be beneficial, but much of the change will happen at an unprecedented rate that will require the best possible analysis and understanding of how and when we should adapt to climate change. This is important for development practitioners as we invest in ensuring that poverty is reduced and eliminated and the well-being of everyone is improved. Many countries and communities around the world are vulnerable to the impacts of climate change, but developing economies may on one hand be less resilient to the impact, but could on the other hand be in a better position to make their development climate smart by making the most efficient use of their economic resources. The chapters in this book shine a light on the complexity and the multi-dimensional aspects of climate change adaptation. They gather some of the experiences of addressing climate change impacts in a development context. This book was previously published as a special issue of Development in Practice.
