This open access volume identifies the common and specific aspects of social mechanisms that generate inequalities, through comparative analyses of different dimensions in which inequalities are expressed. It includes studies on social inequalities in 5 European and 5 Latin American countries, along 11 thematic axes: inequalities in the labour market and labour trajectories; asymmetries in the relationship between training and employment; inequalities in work and family life; educational inequalities; geographical and social inequalities: ethnicity and language; social inequalities, migration and space; uncertainty, strategies, resources and capabilities; inequality of opportunity: intergenerational social mobility; social policies; gender inequalities; and research methodology. This volume is the result of a large collaborative project on social inequality funded by the European Commission: the International Network for Comparative Analysis of Social Inequalities. Taking into account diverse perspectives and approximations, the collaborators have created a general analytical framework as a model of analysis of social inequalities. The various contributions in this volume help readers gain a global outlook and help reflect on social inequalities in a comparative perspective. Abstract: This paper presents an incidence analysis of both social spending and taxation for seven Latin American countries, the United Kingdom, and the United States. The analysis shows that Latin American countries are headed de facto toward a minimalist welfare state similar to the one in the United States, rather than toward a stronger, European-like welfare state. Specifically, both in Latin America and in the United States, social spending remains fairly flat across income quintiles. On the taxation side, high income inequality causes the rich to bear most of the taxation burden. This causes a vicious cycle where the rich oppose the expansion of the welfare state (as they bear most of its burden without receiving much back), which in turn maintains long-term inequalities. The recent increased socioeconomic instability in many Latin American countries shows nonetheless a real need for a stronger welfare state, which, if unanswered, may degenerate into short-term and unsustainable policies. The case of Chile suggests that a way out from this apparent dead end can be found, as elites may be willing to raise their contribution to social spending if this can lead to a more stable social contract.

Latin America and the Caribbean has been one of the regions of the world with the greatest inequality. This book explores why the region suffers from such persistent inequality, identifies how it hampers development, and suggests ways to achieve greater equity in the distribution of wealth, incomes and opportunities. The study draws on data from 20 countries based on household surveys covering 3.6 million people, and reviews extensive economic, sociological and political science studies on inequality in Latin America. Four broad areas for action by governments and civil society groups to break the destructive pattern are outlined: (1) build more open political and social institutions, that allow the poor and historically subordinate groups to gain a greater share of agency, voice and power in society; (2) ensure that economic institutions and policies seek greater equity, through sound macroeconomic management and equitable, efficient crisis resolution institutions, that avoid the large regressive redistributions that occur during crises, and that allow for saving in good times to enhance access by the poor to social safety nets in bad times; (3) increase access by the poor to high-quality public services, especially education, health, water and electricity, as well as access to farmland and the rural services, and protect and enforce the property rights of the urban poor; (4) reform income transfer programmes so that they reach the poorest families.

This book adopts a multidimensional approach to analyze both the historical and emerging factors that contribute to make Latin America and the Caribbean the most unequal region in the world. Although inequality in Latin America ranks among the worst in the world, it has notably declined over the last decade, offset by improvements in health care and education, enhanced programs for social assistance, and increases in the minimum wage. In Democracy and the Left, Evelyne Huber and John D. Stephens argue that the resurgence of democracy in Latin America is key to this change. Thanks to their economic and military strength, the European empires had achieved global supremacy by 1900, with large parts of the world under their dominance in the wake of colonial expansion. This situation fuelled ideas of Europe's permanent, almost natural global superiority, especially among the middle classes. However, as early as the First World War, such claims came under increasing pressure. This volume explains the role played by modern nationalism and anti-imperial movements, the competition between different political orders, changes in the economy and society, and the great ideas and utopias. Their interplay gave rise to enormously destructive forces in Europe. From the Boer and Balkan wars before 1914 to the Yugoslav wars of the 1990s and the Ukraine war since 2022, they have produced a continuum of violence. At the same time, the great promise of political participation and social security is one of the constants of Europe's history in the long twentieth century. Against this backdrop, modern societies emerged whose values had moved far away from the older models. Perceptions of the role of the sexes, families, and generations changed fundamentally. In addition, the major internal European migrations, together with the global immigration that became increasingly significant after 1945, ensured that the ethnic profile of European societies changed considerably. Europe in the Long Twentieth Century shows how, on the one hand, these different factors led to a Europeanisation of living and working conditions and, at the same time, how the political and economic integration of the countries of Europe progressed. On the other hand, it demonstrates how Europe's role in the global context changed fundamentally. As much as the geopolitical provincialisation of Europe continued unabated, Europeans were constantly searching for new ways to assert themselves throughout the long twentieth century.
