Recognising that climate change poses one of the world"s greatest challenges, this new CEPS Task Force report identifies priority areas for coherent EU domestic policies in the short, medium and long term. It gives a first indication of what would be implied in concrete terms for the EU to meet its target of limiting the future global average temperature increase to 2°C above its pre-industrial level. The focus is on policy coherence, cost-effective mitigation options in the short and medium-term and the interaction of such options with international negotiations in the "post-2012 framework". Towards that end, the report frames key elements of a rational and credible EU strategy for "beyond Kyoto."

"The European Union has entered a new and crucial stage in energy policy. After the adoption of legally binding targets to address climate change, energy security and competitiveness, the 27 member states are now turning their attention to the implementation of these targets. However, with an unfinished internal market for gas and electricity and with member states continuing to focus on bilateral energy relationships with supplier countries, the EU is still at the very beginning of a common EU energy policy." "This report from the CEPS Task Force on Energy Policy for Europe contributes to the debate about an emerging 'first-generation' EU energy policy. It identifies those policy areas that are expected to benefit most from deeper EU integration, i.e. where the European 'added-value' is expected to be greatest, and formulates recommendations on how such integration could be achieved in practice. In particular, the report calls for the development of more and better energy policy indicators against which to assess member state energy policies to ensure policy coherence at the EU and member state level."--BOOK JACKET.

"This is the seventh annual report issued by the CEPS Macroeconomic Policy Group since it was reconstituted at the start of economic and monetary union in 1999. This distinguished group of economists argues that a combination of slow growth, inadequate policy responses and newly emerging intra-area divergences are putting EMU at risk. Against this background, the MPG recommends that the ECB should downgrade its short-term concern about cyclical economic developments and pursue a monetary policy aimed at preserving the value of the euro in the long-term. Moreover, it urges the core countries to urgently return to fiscal discipline, both in their own interest and to set an example that would allow them to exert pressure on potential soft currency countries to do the same."--CEPS website.

The European Security Forum brings together senior officials and experts from EU and Euro-Atlantic Partnership countries, including the United States and Russia, to discuss security issues of strategic importance to Europe. Now in its sixth year of operation, the Forum is jointly directed by the Centre for European Policy Studies (CEPS), the Geneva Centre for the Democratic Control of Armed Forces (DCAF), and the International Institute for Strategic Studies (IISS) in London. The ambition of this fourth annual volume of Readings in European Security is to serve as a prism through which the EU's external relations and security can be assessed, with contributions from its American and Russian partners. The book contains the complete set of working papers presented and discussed from January through December 2006. During this period, international experts tackled highly topical strategic issues ranging from the security of energy supplies in Europe to Ukraine's strategic security to Islamic extremism in Europe to the strategic implications of the failed EU Constitutional Treaty.

Tackling the multifaceted theme of the security of EU energy supplies, this ESF Working Paper contains highly topical and authoritative contributions by four main authors. From the point of view of EU policy, Christian Egenhofer considers the issues involved in "Integrating Security of Supply, Market Liberalisation and Climate Change", with reference to the European Commission's 2006 Green Paper on energy. Elaborating on supply relations with Russia and Eastern Europe, Leonid Grigoriev presents "Growth and Growth with Energy". Vladimir Socor examines options for diversification in the "Caspian-Black Sea Region: Key to Diversifying Europe's Energy Supplies". Alan Riley takes a critical look at the role of energy market liberalisation in enhancing energy security and its (lack of) progress in the EU in "Energy Security, Gas Market Liberalisation and Our Energy Relationship with Russia". Finally, the paper benefits from a substantial summing-up by François Heisbourg.

Impact Assessment In The Eu written by Andrea Renda and has been published by CEPS this book supported file pdf, txt, epub, kindle and other format this book has been release on 2006 with Business & Economics categories.

The importance of ex ante and ex post impact assessment in streamlining the regulatory environment and improving the legislative process has been stressed by scholars and testified to by international best practices. The potential benefits of regulatory impact assessment are also being rediscovered by EU officials, who lose no chance to recall that the Commission's ambitious "growth and jobs" strategy heavily depends on the pervasiveness of impact assessment in the regulatory process at EU and member state level. This study, conceived for scholars and policymakers, provides an overview of the state of the art on impact assessment. It focuses on the latest developments in the United States, UK, and EU, and presents a scorecard analysis of the Commission's extended impact assessments. The author concludes with a road map for improving the transparency, efficiency, and effectiveness of the EU Integrated Impact Assessment model.

Unravelling Sustainability And Resilience In The Built Environment written by Emilio Jose Garcia and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-03-27 with Architecture categories.

In this timely book, Emilio Jose Garcia and Brenda Vale explore what sustainability and resilience might mean when applied to the built environment. Conceived as a primer for students and professionals, it defines what the terms sustainability and resilience mean and how they are related to each other and to the design of the built environment. After discussion of the origins of the terms, these definitions are then compared and applied to case studies, including Whitehill and Bordon, UK, Tianjin Eco-city, China, and San Miguel de Tucuman, Argentina, which highlight the principles of both concepts. Essentially, the authors champion the case that sustainability in the built environment would benefit from a proper understanding of resilience.
