This book addresses the current crisis of democratic politics and its phase of ‘interregnum’ – in which the past finds it hard to die and the future finds it difficult to be born – by proposing a radical redefinition of the concept of the Political. Drawing on the thoughts of Antonio Gramsci and Walter Benjamin among others, it explores the meaning of the lemma auctoritas – the opposition between authority and power – and offers a comparison of the Frankfurt School’s radical critique of power with Georges Bataille’s critique of political economy and consumerist productivism, demonstrating how the two ultimately converge. Based on an ontology of the present that is critical of ‘identity obsession’ and advances instead a universalism of difference, the author proposes a new understanding of politics founded not on ‘vertical’ domination but on a ‘horizontal’ recomposition of subjectivities, allowing interaction and acting-in-common between different forms of life. Malaysia's 2018 election (GE14) brought down a ruling party in power since independence in 1957. This book tells the full story of this historic election, combining a sharp analysis of the voting data with consideration of the key issues, campaign strategies, and mobilization efforts that played out during the election period in April and May 2018. This analysis is then used to bring fresh perspectives to bear on the core debates about Malaysian political ideas, identities and behaviours, debates that continue to shape the country's destiny. However optimistic many Malaysians may be for the possibility of a more representative, accountable, participatory, and equitable polity, the authors do not see GE14 as a clear harbinger of full-on liberalization in Malaysia. The rise of popular social movements throughout the Middle East, North Africa, Europe and North America in 2011 challenged two hegemonic discourses of the post-Cold War era: Francis Fukuyama's 'The End of History' and Samuel Huntington's 'The Clash of Civilizations.' The quest for genuine democracy and social justice and the backlash against the neoliberal order is a common theme in the global mass protests in the West and the East. This is no less than a discursive paradigm shift, a new beginning to the history, a move towards new alternatives to the status quo. This book is about difference and dialogue; it embraces The Dignity of Difference and promotes dialogue. However, it also demonstrates the limits of dialogue as a useful and universal approach for resolving conflicts, particularly in cases involving asymmetric and unequal power relations. The distinguished group of authors suggests in this volume that there is a 'third way' of addressing global tensions - one that rejects the extremes of both universalism and particularism. Deliberative democracy has challenged two widely-accepted nostrums about democratic politics: that people lack the capacities for effective self-government; and that democratic procedures are arbitrary and do not reflect popular will; indeed, that the idea of popular will is itself illusory. On the contrary, deliberative democrats have shown that people are capable of being sophisticated, creative problem solvers, given the right opportunities in the right kinds of democratic institutions. But deliberative empirical research has its own problems. In this book two leading deliberative scholars review decades of that research and reveal three important issues. First, the concept 'deliberation' has been inflated so much as to lose empirical bite; second, deliberation has been equated with entire processes of which it is just one feature; and third, such processes are confused with democracy in a deliberative mode more generally. In other words, studies frequently apply micro-level tools and concepts to make macro- and meso-level judgements, and vice versa. Instead, Bächtiger and Parkinson argue that deliberation must be understood as contingent, performative, and distributed. They argue that deliberation needs to be disentangled from other communicative modes; that appropriate tools need to be deployed at the right level of analysis; and that scholars need to be clear about whether they are making additive judgements or summative ones. They then apply that understanding to set out a new agenda and new empirical tools for deliberative empirical scholarship at the micro, meso, and macro levels.
