The Shock of America is based on the proposition that whenever Europeans of the last 100 years or more contemplated those margins of their experience where change occurred, there, sooner or later, they would find America. How Europeans have come to terms over the decades with this dynamic force in their midst, and what these terms were, is the story at the heart of this text. Masses of Europeans have been enthralled by the real or imaginary prospects coming out of the USA. Important minorities were at times deeply upset by them. Sometime the roles were reversed or shaken up. But nobody could be indifferent for long. Inspiration, provocation, myth, menace, model: all these categories and many more have been deployed to try to cope with the Americans. Attitudes and stereotypes have emerged, intellectual resources have been mobilised, positions and policies developed; all trying to explain and deal with the kind of radiant modernity America built over the course of the twentieth century. David Ellwood combines political, economic, and cultural themes, suggesting that American mass culture has provided the United States with a uniquely effective link between power and influence over time. The book is structured in three parts; a separation based on the proposition that America's influence as an unavoidable force for or against innovation was visible most conspicuously after Europe's three greatest military-political conflicts of the contemporary era: the Great War, World War II, and the Cold War. It concludes with the emotional upsurge in Europe which greeted the arrival of Obama on the world scene, suggesting that in spite of all the disappointments and frictions of the years, the US still retained its privileged place as a source of inspiration for the future across the Western world.

The ability of the Clinton administration to pursue policies of enlargement and multilateralism will depend on European perceptions and rest in part on how Washington can shape European views. While U.S. policies toward Russia, the Middle East, the G-7, and nuclear nonproliferation have on the whole been welcomed, American policy in Iraq, Somalia, and the Uruguay round of the General Agreement on Tariffs and Trade has raised questions. American reluctance to have U.S. troops involved on the ground in Bosnia has raised particular European worries that this issue is being handled as a derivative of domestic U.S. politics and doubts whether the U.S. is prepared to engage in what they experience as the most serious security issue on the continent. Nonetheless, Europeans continue to want an American role in Europe. Suggestions for a more detached American policy serve neither American nor European interests. Without an American capacity to help shape events, Europe faces more turmoil.

With the integration of the EU’s foreign policy capacities and the fusion of the (former) three pillars, the Lisbon Treaty makes some sort of rationalization of the institutions in terms of providing efficient and simplified decision-making, suitable for implementing a coherent foreign policy. This chapter concludes that the Lisbon Treaty does not represent a finalité politique of the EU integration process, but just a step towards its achievement. The second chapter analyses the main determinants that can affect the functioning of the European Union as one of the key global players in the contemporary world. Being a unique and highly specific international actor, the EU is a major power in terms of economic potential and the attractiveness of its social and cultural model, but it is also a dwarf in the sphere of foreign and security policy. The third chapter suggests an answer to the question of national identity and belonging to nation-states in an avant-garde Europe. In other words, it examines: what might the avant-garde of national identity in Europe in the XXI century be; will nationalities and simple belonging to nation-states be sufficient for Europeans; what is the vitality and the potential of pan-European identity to fill the gaps of national identity; and how the two strains of belonging relate to each other. The fourth chapter describes how judicial bodies through their case law shaped and modeled the federal structures of government in the cases of the United States and the European Union. Through initially laying out the theoretical explanations of the significance of constitutional (judicial) review in federal structures, and elaborating on the powers and position of the Supreme Court in the United States and the Court of Justice in the European Union, the author seeks to show how these bodies influenced, in similar ways, some of the key features of these two federal organizations.
