This interdisciplinary book investigates the consequences of the language of terror for our lives in democratic societies. The approach of this book is in direct contrast with those that either view terrorism simplistically, as a clear reality threatening democratic society and thus requiring certain sorts of response, or argue, equally simplistically, that the invocation of terror is merely the ideological veil for continued capitalist exploitation. While closer in spirit to the second of these, this work does not simply dismiss the discourse on terror, but rather investigates the consequences of this discourse for the organisation of life in democratic societies. In interrogating the discourse of terror from a variety of viewpoints, this interdisciplinary text builds upon the understanding of the importance of the language of terror from a new perspective: the interconnections between discourses of terror; the material realities they at once reflect and help produce; and the specificities of particular historical circumstances. In offering an integrated approach of this sort, and founded on a base of applied philosophy, broadly conceived, the contributors offer a new contribution to both public and academic debate, and at the same time initiate a series of further interventions in Critical Terrorism Studies. This book will be of interest to students of critical terrorism studies, terrorism studies, security studies, philosophy and discourse theory. Bob Brecher is Director of the Centre for Applied Philosophy, Politics & Ethics at Brighton University. He has published widely in moral, political and applied philosophy and the politics of higher education. Mark Devenney is Academic Programme Leader in Humanities at the University of Brighton. He has published in the areas of critical theory, post-Marxism and post-Colonial politics. Aaron Winter is Lecturer in Sociology at the University of Abertay Dundee. This book traces the evolution of the UN Security Council’s actions against terrorism and extremism. The work examines the progression of the UN Security Council’s fight against international terrorism and its development of practices to prevent radicalisation and extremism. It also looks at the consequences of these processes and how they have deeply moulded global counter-terrorism. The book looks at the discursive construction of a global threat and tracks how this construction evolved in relation to the Council’s establishment of legal practices and bodies, and by its Members’ discourses. It argues that the very specific definition the Council provided on international terrorism in the 2000s is profoundly shaped by global hegemonies, relations of power shaping the international community, and its own identity. To demonstrate this, it offers a long genealogical perspective of the structure of the UN since the 1930s and then focuses specifically on the developments taking place in the 2000s. What is terrorism? What ought we to do about it? And why is it wrong? We think we have clear answers to these questions. But acts of violence, like U.S. drone strikes that indiscriminately kill civilians, and mass shootings that become terrorist attacks when suspects are identified as Muslim, suggest that definitions of terrorism are always contested. In Genealogies of Terrorism, Verena Erlenbusch-Anderson rejects attempts to define what terrorism is in favor of a historico-philosophical investigation into the conditions under which uses of this contested term become meaningful. The result is a powerful critique of the power relations that shape how we understand and theorize political violence. Tracing discourses and practices of terrorism from the French Revolution to late imperial Russia, colonized Algeria, and the post-9/11 United States, Erlenbusch-Anderson examines what we do when we name something terrorism. She offers an important corrective to attempts to develop universal definitions that assure semantic consistency and provide normative certainty, showing that terrorism means many different things and serves a wide range of political purposes. In the tradition of Michel Foucault’s genealogies, Erlenbusch-Anderson excavates the history of conceptual and practical uses of terrorism and maps the historically contingent political and material conditions that shape their emergence. She analyzes the power relations that make different modes of understanding terrorism possible and reveals their complicity in justifying the exercise of sovereign power in the name of defending the nation, class, or humanity against the terrorist enemy.
