An ever shrinking Research and Development (R&D) budget, coupled with a widespread perception that the nation is not realizing an adequate return from its substantial investment in the federal laboratory system, has paved the way for an increase in the transfer of technology from the federal laboratories to the private sector. The objective of this research is to determine the indirect cost of performing technology transfer by identifying the resources consumed by several key Office of Research and Technology Applications (ORTA) organizations and the activities performed within these organizations. It was hypothesized that the ORTA organizations, which are considered indirect labor by most costing methods, would expend considerable portions of their resources on activities identified as not being performed by direct labor. This hypothesis was proven true, as all but two of the identified steps consumed a significant portion of the ORTA resources.

Genetic algorithms are playing an increasingly important role in studies of complex adaptive systems, ranging from adaptive agents in economic theory to the use of machine learning techniques in the design of complex devices such as aircraft turbines and integrated circuits. Adaptation in Natural and Artificial Systems is the book that initiated this field of study, presenting the theoretical foundations and exploring applications. In its most familiar form, adaptation is a biological process, whereby organisms evolve by rearranging genetic material to survive in environments confronting them. In this now classic work, Holland presents a mathematical model that allows for the nonlinearity of such complex interactions. He demonstrates the model's universality by applying it to economics, physiological psychology, game theory, and artificial intelligence and then outlines the way in which this approach modifies the traditional views of mathematical genetics. Regional economic development has attracted the interest of economists, geographers, planners and regional scientists for a long time. And, of course, it is a field that has developed a large practitioner cohort in government and business agencies from the national down to the state and local levels. In planning for cities and regions, both large and small, economic development issues now tend to be integrated into strategic planning processes. For at least the last 50 years, scholars from various disciplines have theorised about the nature of regional economic development, developing a range of models seeking to explain the process of regional economic development, and why it is that regions vary so much in their economic structure and performance and how these aspects of a region can change dramatically over time. Regional scientists in particular have developed a comprehensive tool-kit of methodologies to measure and monitor regional economic characteristics such as industry sectors, employment, income, value of production, investment, and the like, using both quantitative and qualitative methods of analysis, and focusing on both static and dynamic analysis. The 'father of regional science', Walter lsard, was the first to put together a comprehensive volume on techniques of regional analysis (Isard 1960), and since then a huge literature has emerged, including the many titles in the series published by Springer in which this book is published.
