This survey of the recent literature asks: how important is trade policy for poverty reduction? We consider the effects of openness on poverty in two components: the effect of openness on average income growth, and the effect on distribution for a given growth rate. Evidence from a variety of sources (cross-country and panel growth regressions, industry and firm-level research, and case studies) supports the view that trade openness contributes greatly to growth. Moreover, trade openness does not have systematic effects on the poor beyond its effect on overall growth. Trade policy is only one of many determinants of growth and poverty reduction. Trade openness has important positive spillovers on other aspects of reform, however, so that the correlation of trade with other pro-reform policies speaks to the advantages of making openness a primary part of the reform package.

Why have the least developed countries failed to grow as fast as other economies during the recent period of globalisation? This title explores the broad links between growth in income, globalisation, and poverty reduction. It argues that domestic and international policies have failed to serve the interests of the poorest countries.

Despite a long history of regional integration and a multiplicity of regional organizations in southern Africa, the effect of regional integration on economic growth and poverty reduction remains debatable or elusive. This causes many to doubt whether regional integration is in actual fact an effective poverty-reduction strategy. Accordingly, the focus of this book is to explore and analyze whether specific Southern African Development Community (SADC) trade integration policies, especially the trade liberalization regime, have produced economic growth and reduced poverty in the region. While it is generally agreed that economic growth is the panacea to poverty reduction, there is little evidence as to whether regional integration in Africa is associated with economic growth in the countries concerned and subsequently leads to poverty reduction. The book makes recommendations on how the SADC FTAs can contribute to poverty reduction and socioeconomic development, and goes on to suggest policy proposals on how to enhance the contribution of the FTAs to poverty eradication and economic development. It also identifies specific activities to be undertaken to enable supply-side and productive competitiveness interventions to support the FTAs and contribute to economic development. The potential constraints and negative impacts of the FTAs are investigated and highlighted, and possible solutions are recommended and motivated.

Globalization - the growing integration of economies and societies around the world, is a complex process. The focus of this research is the impact of economic integration on developing countries and especially the poor people living in these countries. Whether economic integration supports poverty reduction and how it can do so more effectively are key questions asked. The research yields 3 main findings with bearings on current policy debates about globalization. Firstly, poor countries with some 3 billion people have broken into the global market for manufactures and services, and this successful integration has generally supported poverty reduction. Secondly, inclusion both across countries and within them is important as a number of countries (pop. 2 billion) are failing as states, trading less and less, and becoming marginal to the world economy. Thirdly, standardization or homogenization is a concern - will economic integration lead to cultural or institutional homogenization?

This book uses Alan Winters’ analytical framework to investigate the effects of trade liberalisation on economic growth and poverty in Vietnam. The country launched a programme of economic and trade reforms, known as Doi Moi, in the mid-1980s which placed the economy on a transitional path from central planning to a market economy. Since then Vietnam has attained a number of remarkable achievements in terms of economic growth and poverty reduction. Although some formidable problems (such as inequality and inflation) remain, it is apparent that trade liberalisation has been associated with a big reduction in poverty. The analysis in the book focuses on the microeconomic (household) level, and there is an emphasis on tracing the effects of trade liberalisation through the four separate channels identified by Winters. Such in-depth and micro-level analyses yield new insights that support important policy lessons and recommendations for Vietnam in particular and, more generally, for similar developing countries.

In recent years, globalization has been the subject of considerable research and comment. A major phenomenon, it is open to a variety of interpretations. In particular, the debate over trade liberalization, growth and inequality has come under close scrutiny as demonstrations against globalization have gathered pace. This volume provides a much needed comparative study of the link between globalization, growth and inequality. It assesses how globalization affects growth, inequality and poverty in developing and transition countries. Paying particular attention to eleven low and middle income countries, the authors argue that globalization can actually help reduce poverty and inequity when institutions and physical infrastructures are efficient. Divided into four parts, the book documents the lessons drawn from case studies on Africa, Latin America and Central Asia. A fascinating book which sheds light on many globalization issues, Trade, Growth and Inequality in the Era of Globalization will be of interest to students and researchers of development economics, globalization and international trade.

Trade and investment are engines of growth for the Asia and the Pacific and enabled them to significantly reduce poverty during the past two decades. However, the performance of the region would have been better if the high tariff and non-tariff barriers issues could have been addressed, with the non-tariff trade cost alone accounts for at least 90% of overall trade costs. With some of the world's most dynamic economies located in the region, there is large potential for an expansion of intraregional trade and investment in Asia and the Pacific, making the whole region more resilient to external shocks. Unfortunately, many barriers prevent intraregional movement of goods and investment, affecting in particular the opportunities for small and medium-sized enterprises (SMEs) to directly participate in international trade. Removal of those barriers and deepening regional connectivity can therefore be a strong driver of growth and poverty reduction. While sufficient literature exists with regard to establishing a direct and positive correlation between trade and poverty reduction, very little study has been done on the linkages between trade facilitation and poverty reduction. This book addresses this gap and features a compilation of specific case studies that explore the linkages between a number of trade facilitation measures and poverty reduction.
