Richard Harris’s now classic study on trade and industrial policy was written for the Royal Commission on the Economic Union and Development Prospects for Canada (also known as the Macdonald Commission). First published in 1985 when the Canadian economy faced dramatic changes arising from the emergence of manufacturing competitors among newly industrialized nations and increased protectionism in the US, its recommendations were instrumental in the negotiation of the North America Free Trade Agreement. Addressing the key issues surrounding the design and choice of policies for the Canadian economy, Trade, Industrial Policy, and International Competition reviews the theory and evidence concerning trade liberalization as a mechanism to enhance economic growth, disinvestment in sections that are disadvantageous in the international marketplace, and future problems for the marketing sector caused by increasing competition from developing countries. Drawing from many streams of conventional economic thinking, Harris develops an original and sophisticated model for assessing the broader economic impacts of trade liberalization on the Canadian economy. He concludes that free trade and industrial policy should be regarded as complementary, not substitutes for one another, and recommends a free trade agreement with the United States as a top priority. A new introduction by David Wolfe situates this work within its time and shows how Harris’s analytical insights and policy prescriptions are as relevant today as they when they were originally crafted three decades ago.

This book is a welcome and timely addition to the library of materials exploring the implications of the move from internationalisation of trade towards globalisation. Michael Hutchings, European Competition Law Review This book provides an excellent introduction to the difficult and important issues surrounding international trade and competition policy. Douglas A. Irwin, Dartmouth College, US The opening up of world markets, rapid growth of trade and foreign direct investment create manifold problems for competition policy. Thus, international mergers may have adverse effects on many countries, international cartels may carve up world markets and dominant firms may seek to maintain their global position by exclusionary conduct. These problems have been recognised for more than half a century and some attempts have been made internationally to address them, so far with limited success. This progressive book seeks to explore the problems and concerns that globalisation has created for competition policy. The book begins by setting out the principles of competition and trade policies, and then goes on to address the impact of market globalisation on what are usually thought of as traditional antitrust concerns. These include the analysis of the difficulties arising from collusion and other restrictive practices, government sponsored voluntary co-operation , vertical restrictions and market access, pricing strategies of dominant firms and international mergers, all illustrated with a number of prominent case studies. The author concludes with an illuminating discussion on the feasibility of international co-operation on competition policy, the faltering progress that has been made so far and the prospects for future advances. This comprehensive volume will prove to be an invaluable resource to students and scholars of law and economics. It will also find wide appeal amongst researchers, policy makers and practitioners with an interest in industrial organisation, antitrust policy and globalisation.

A theoretical analysis of international trade and industrial policy, developing and using new models of trade with imperfect competition. Modeling of imperfect competition within international trade has been difficult until recent breakthroughs in this area, which have provided a more realistic view of the world economy. The book builds on the advances provided by such tools as game theory and the theory of monopolistic competition. The first section covers broad and basic trade issues which arise under imperfect competition. Section two examines implications for trade policy covering issues such as strategic trade policy in static and dynamic settings. Section three deals with various structural issues, such as optimal choice of trade liberalizing policies, the formation of trade blocks, and open dualistic economy with externalities.

There is growing consensus among international trade negotiators and policymakers that a prime area for future multilateral discussion is competition policy. Competition policy includes antitrust policy (including merger regulation and control) but is often extended to include international trade measures and other policies that affect the structure, conduct, and performance of individual industries. This study includes country studies of competition policy in Western Europe, North America, and the Far East (with a focus on Japan) in the light of increasingly globalized activities of business firms. Areas where there are major differences in philosophy, policy, or practice are identified, with emphasis on those differences that could lead to economic costs and international friction. Alternatives for eliminating these costs and frictions are discussed, including unilateral policy changes, bilateral or multilateral harmonization of policies, and creation of new international regimes to supplement or replace national or regional regimes.

Since the 1980s, economists have used the concept of strategic trade policy, which takes account of imperfect competition and increasing returns in the international marketplace, to criticize conventional views about free trade. According to the new view, a government can take strategic steps to raise its income at another country's expense—by subsidizing exports or erecting trade barriers, protecting certain firms from foreign competition, or promoting the development of new industries. This volume looks at the experience of specific industries in order to determine the effectiveness of strategic trade policy in promoting economic growth. The nine papers cover the U.S. and European auto industries, the U.S. steel industry, the commercial aircraft industry, airline deregulation in Scandinavia, and labor and industrial policy in Korea and Taiwan. The authors refine the basic techniques for measuring policy effectiveness, extend them to encompass industry dynamics, and test the implications of new trade models. International economists and trade experts in government and business will find important new insights into the role of strategic trade policy in international competitiveness.
