Is the EU enlargement the success EU institutions proclaim? Based on fifteen years of fieldwork research across Central and Eastern Europe and on migrants in the UK and Germany, this book provides a less glittering answer. The EU has betrayed hopes of social cohesion: social regulations have been forgotten, multinationals use threats of relocations, and workers, left without institutional channels to voice their concerns, have reacted by leaving their countries en masse. Yet migration, for many, increases social vulnerability. Drawing on Hirschman’s concepts of ‘Exit’ and ‘Voice’, the book traces the origins of such failures in the management of EU enlargement as a pure economic and market-creating exercise, neglecting the inherently political nature of labour relations. The reinforcement of market mechanisms without political counterbalances has resulted in an increase in opportunistic ‘exit’ behaviour by both employers and employees, and thereby in a worsening quality of democracy, at workplace, national and European levels. As a result of this process, the EU has become more similar to the North American Free Trade Agreement between USA, Canada and Mexico, where social rights are marginalized and economic integration does not translate into better development.

Why is the American working class different? For generations, scholars and activists alike have wrestled with this question, with an eye to explaining why workers in the United States are not more like their radicalized European counterparts. Approaching the question from a different angle, Reds or Rackets? provides a fascinating examination of the American labor movement from the inside out, as it were, by analyzing the divergent sources of radicalism and conservatism within it. Kimeldorf focuses on the political contrast between East and West Coast longshoremen from World War I through the early years of the Cold War, when the difference between the two unions was greatest. He explores the politics of the West Coast union that developed into a hot bed of working class insurgency and contrasts it with the conservative and racket-ridden East Coast longshoreman's union. The Polish crisis in the early 1980s provoked a great deal of reaction in the West. Not only governments, but social movements were also touched by the establishment of the Iindependent Trade Union Solidarnosc in the summer of 1980, the proclamation of martial law in December 1981, and Solidarnosc's underground activity in the subsequent years. In many countries, campaigns were set up in order to spread information, raise funds, and provide the Polish opposition with humanitarian relief and technical assistance. Labor movements especially stepped into the limelight. A number of Western European unions were concerned about the new international tension following the Soviet invasion of Afghanistan and the new hard-line policy of the US and saw Solidarnosc as a political instrument of clerical and neo-conservative cold warriors. This book analyzes reaction to Solidarnosc in nine Western European countries and within the international trade union confederations. It argues that Western solidarity with Solidarnosc was highly determined by its instrumental value within the national context. Trade unions openly sided with Solidarnosc when they had an interest in doing so, namely when Solidarnosc could strengthen their own program or position. But this book also reveals that reaction in allegedly reluctant countries was massive, albeit discreet, pragmatic, and humanitarian, rather than vocal, emotional, and political.

Business leaders exert extraordinary influence on institution building in market economies but they think and act within institutional settings. This book combines both an elite approach with a varieties-of-capitalism approach. Comparing Poland, Hungary and East and West Germany, we perceive the transformations in East Central Europe and in Germany after 1989 as being intertwined. Based on a joint survey, this book seeks to measure the level of the convergence of ideas among European business leaders, assuming it to be more extensive than the institutional convergence expected under the dominance of neoliberal discourse. Analyzing the institutional framework, organizational features like size, ownership and labour relations, and subjective characteristics like age, social origin, career patterns and attitudes of the recent business elites, we found significant differences between countries and the types of organization. The growing importance of economic degrees and internationalization shows astonishingly little explanatory power on the views of business leaders. The idea of a coordinated market economy is still relatively widespread among Germans, while their Hungarian and Polish counterparts are more likely to display a minimalist view of corporate responsibility to society and adverse attitudes towards employee representation. However, their attitudes frequently tend to be inconsistent, which mirrors the mixed type of capitalism in East Central Europe.
