The European Union, the world's foremost trader, is not an easy bargainer to deal with. Its twenty-five member states have relinquished most of their sovereignty in trade to the supranational level, and in international commercial negotiations, such as those conducted under the World Trade Organization, the EU speaks with a "single voice." This single voice has enabled the Brussels-based institution to impact the distributional outcomes of international trade negotiations and shape the global political economy. Trading Voices is the most comprehensive book about the politics of trade policy in the EU and the role of the EU as a central actor in international commercial negotiations. Sophie Meunier explores how this pooling of trade policy-making and external representation affects the EU's bargaining power in international trade talks. Using institutionalist analysis, she argues that its complex institutional procedures and multiple masters have, more than once, forced its trade partners to give in to an EU speaking with a single voice. Through analysis of four transatlantic commercial negotiations over agriculture, public procurement, and civil aviation, Trading Voices explores the politics of international trade bargaining. Trade Policy in Multilevel Government investigates how multilevel polities organize openness in a globalizing political and economic environment. In recent years, the multilevel politics of trade caught a broader public's attention, not least due to the Wallonian regional parliament's initial rejection of the EU-Canada trade deal in 2016. In all multilevel polities, competencies held by states and regions have increasingly become the subject of international rule-setting. This is particularly so in the field of trade which has progressively targeted so-called 'behind the border' regulatory barriers. In their reaction to this 'deep trade' agenda, constituent units in different multilevel polities have shown widely varying degrees of openness to liberalizing their markets. Why is that? This book argues that domestic institutions and procedures of intergovernmental relations are the decisive factor. Countering a widely-held belief among practitioners and analysts of trade policy that involving subcentral actors complicates trade negotiations, it demonstrates that the more voice a multilevel polity affords its constituent units in trade policy-making, the less the latter have an incentive to eventually exit from emerging trade deals. While in shared rule systems constituent unit governments are directly represented along the entirety of the policy cycle, in self-rule systems territorial representation is achieved merely indirectly. Shared rule systems are hence more effective than self-rule systems in organizing openness to trade. The book tests its theory's explanatory power on the understudied case of international procurement liberalization in extensive studies of three systems of multilevel government: Canada, the European Union, and the United States.

In a deeply iniquitous world, where the gains from trade are distributed unevenly and where trade rules often militate against progressive social values, human health, and sustainable development, NGOs are widely touted as our best hope for redressing these conditions. As a critical voice of the poor and marginalized, many are engaged in a global struggle for democratic norms and social justice. Yet the potential for NGOs to bring about meaningful change is limited. This book examines whether improvements in participatory opportunities for progressive NGOs results in substantive and normative policy change in one of the major trading powers, the European Union. Hannah advances a constructivist account of the role of NGOs in the EU’s trade policymaking process. She argues that NGOs have been instrumental in providing education, raising awareness, and giving a voice to broader societal concerns about proposed trade deals, both when they take advantage of formal participatory opportunities and when they protest from the streets and in the media. However, the book also highlights how NGO inputs are mediated by the social structure of global trade governance.
