Much literature on non-Western traditions celebrates the renaissance of indigenous cultures. Others have been more critical of this renaissance, especially with respect to its political implications. This study analyses the assertion of 'tradition' by indigenous elites, looking especially at the way it is used to differentiate 'the West' from the 'non-West'. This is important to contemporary discussion about the validity of democracy outside the West and problems concerning universalism and relativism. The discussion of Fiji focuses on constitutional development and the traditionalist emphasis on chiefly legitimacy. The rise of the Pro-Democracy Movement in Tonga is considered against the background of a conservative political order that has so far resisted pressure for reform. The move to universal suffrage in Western Samoa is seen not as a rejection of traditional ways in favour of democratic norms, but as a means of preserving important aspects of traditional culture.

This book gives an up-to-date account of Tonga's new political and constitutional regime, while offering insights into the thinking and decision-making that contributed to its development. The author, a constitutional lawyer with a long association with Tonga, reviews the main constitutional reforms of 2009-10, together with subsequent developments during three years of the term of the first elected government. After a century of stable government by a royal dynasty under one of the world's oldest living constitutions, the need for change became apparent. Agents for change included pro-democracy activists, the late King Tupou V and Prime Minister Sevele, leading to the introduction of reforms that dramatically opened the door to the development of a Tongan model of parliamentary democracy. Throughout Polynesia urban conditions are worsening, though cities and towns are growing much more slowly than their Melanesian and Micronesian counterparts. The difficulties of providing adequate urban infrastructure and services that have been of critical concern in the larger cities of the developing world are now readily apparent. The relatively small size of urban centres in the South Pacific has delayed the recognition of serious problems and the need for an active response because development policies have tended to focus on economic growth and on the rural sector. To draw comparisons with policies that have been attempted elsewhere, the key subsectors of urban infrastructure examined here are those commonly identified in comparative policy studies: water supply, sanitation, solid waste disposal and housing. Integrally associated with these services are land management and the status of physical planning. Particular attention is given to environmental outcomes.

How do foreign schemas and objects enter into indigenous ways of understanding the world? How are the cultural self and the cultural other constructed in acts of remembering? What is memory's role in the generation or degeneration of cultural meanings? In contemporary Pacific societies these questions are not merely the subject of scholarly debate but speak to pressing life concerns. This volume offers fruitful responses to such questions, providing insights into colonial memory and its limitations and proposing explanations that illumine cultural memory processes. These processes, in turn, elucidate ways of authoring cultural history and shed light on cultural identity, which, like other forms of identity, is built from a remembered self. Contributors explore valorizations of certain aspects of the remembered past, amnesias about other aspects. Both are part of the rhetoric of colonizing cultures and of cultural identity and nationhood in many contemporary Pacific societies.
