Americans and Europeans are divided by more than an ocean when it comes to designing and carrying out policies toward countries that repress human rights, develop weapons of mass destruction, and/or support terrorism and subversion. Accounting for this divide are distinct interests, domestic politics, and above all profound disagreements between Americans and their counterparts in European capitals and Brussels over what tools of foreign policy--sanctions, engagement, military force--to empty to change the behavior of problem countries. The result is that Americans and Europeans often work at cross purposes--and that disagreements over policy toward problem countries threaten both to undermine efforts that promote desired change and transatlantic cooperation in other areas, be it within Europe or in building an open world trading system. This book examines the "problem" countries of Cuba, Iran, Iraq, Libya, and Nigeria. The authors explain sources of American and European differences, consequences for policies designed to influence problem states, and prospects for bridging transatlantic policy rifts. A conclusion by Richard N. Haass places these differences in perspective and suggests what Europe and the United States need to do to ameliorate this tension--and what could transpire if they do not.

For the past 70 years, the United States has been instrumental in leading and promoting a strong U.S.-European partnership. Often termed the transatlantic relationship, this partnership has been grounded in the U.S.-led post-World War II order based on alliances with like-minded democratic countries and a shared U.S.-European commitment to free markets and an open international trading system. Transatlantic relations encompass the North Atlantic Treaty Organization (NATO), the European Union (EU), close U.S. bilateral ties with most countries in Western and Central Europe, and a massive, interdependent trade and investment partnership. Despite periodic U.S.-European tensions, successive U.S. Administrations and many Members of Congress have supported the broad transatlantic relationship, viewing it as enhancing U.S. security and stability and magnifying U.S. global influence and financial clout. Transatlantic Relations and the Trump Administration The transatlantic relationship currently faces significant challenges. President Trump and some members of his Administration have questioned the strategic value and utility of NATO to the United States, and they have expressed considerable skepticism about the fundamental worth of the EU and the multilateral trading system. President Trump repeatedly has voiced concern that the United States bears an undue share of the transatlantic security burden and that EU trade policies are unfair to U.S. workers and businesses. U.S.-European policy divisions have emerged on a wide range of regional and global issues, from certain aspects of relations with Russia and China, to policies on Iran, Syria, arms control, and climate change, among others. The United Kingdom's pending departure from the EU ("Brexit") also could have implications for U.S. security and economic interests in Europe. The Trump Administration asserts that its policies toward Europe seek to bolster the transatlantic relationship by ensuring that European allies and friends are equipped to work with the United States in confronting the challenges posed by an increasingly competitive world. Administration officials maintain that the U.S. commitment to NATO and European security remains steadfast; President Trump has backed new NATO initiatives to deter Russian aggression and increased U.S. troop deployments in Europe. The Administration also contends that it is committed to working with the EU to resolve trade and tariff disputes, as signaled by its intention to launch new U.S.-EU trade negotiations. Supporters credit President Trump's approach toward Europe with strengthening NATO and compelling the EU to address U.S. trade concerns. Critics argue that the Administration's policies are endangering decades of U.S.-European cooperation that have advanced key U.S. geostrategic and economic interests. Some analysts suggest that current U.S.-European divisions are detrimental to transatlantic cohesion and represent a win for potential adversaries such as Russia and China. Many European leaders worry about potential U.S. global disengagement, and some argue that Europe must be better prepared to address both regional and international challenges on its own.

Since the mid-1990s, US and European attitudes, strategies and policies towards the Middle East have diverged. In the Middle East peace process, Europeans have grown frustrated with the lack of progress and with Washington’s near-monopoly on diplomatic action, and have begun to demand a greater role. On Iraq, the US insists on strong military and economic containment of Saddam Hussein, while some Europeans have started to press for a more rapid reintegration of Iraq into the international community and are reluctant to use or threaten force. The issue of how to deal with Iran has been most divisive of all, with the US and Europe deeply divided over whether they should contain, or engage, Tehran. Transatlantic tensions over the Middle East are damaging for three main reasons. They reduce the effectiveness of allied policies; undermine NATO’s cohesion when its future is no longer guaranteed by a common threat; and threaten to spill over into the economic domain. This paper examines the reasons for these potentially damaging differences, assesses the prospects for improving transatlantic cooperation in the region and suggests approaches that may help to bring this about. Its main policy conclusions are: On the Arab–Israeli conflict, as long as the peace process is moving forward, or has reasonable prospects of doing so, the US is probably right that Europe’s formal involvement in direct peace talks would not be helpful, particularly if such a role aimed to promote policies different from those of the US. If the peace process stalls completely, however, it will be difficult for Washington to justify opposing a more active European role. On Iraq, the US-led policy of containment is correct, and economic sanctions should remain in place until Baghdad complies fully with UN Security Council disarmament resolutions. However, in exchange for Europe’s agreement to contribute to Iraq’s military containment, the US, like Europe, should abide by the letter and spirit of these resolutions, even if this means agreeing to lift restrictions on oil exports if Iraq complies in full. Failing to do so could undermine global support for the integrity of the UN system, ultimately leaving the US, and perhaps the UK, isolated in maintaining a policy that might not be sustainable in the long term. On Iran, a transatlantic compromise would need to include an agreement by the US not to impose sanctions against European companies doing business with Iran, as long as Europe offered unstinting support in combating terrorism and helping to contain the development of weapons of mass destruction. The US should also seek agreement with the European Union on which Iranian actions would justify sanctions or other punitive measures. The paper concludes by examining institutional changes that might help to promote transatlantic cooperation on the Middle East.
