This report addresses the overarching question regarding the role of institutions in enhancing market development following market reforms. It uses the New Institutional Economics framework to empirically analyze the role of a specific market institution, that of brokers acting as intermediaries to match traders in the Ethiopian grain market in reducing the transaction costs of search faced by traders. Brokers play a key role in facilitating exchange in a weak marketing environment where limited public market information, the lack of grain standardization, oral contracts, and weak legal enforcement of contracts increase the risk of contract failure. Relying on primary data, it analyzes traders' microeconomic behavior, social capital, the nature and extent of their transaction costs, and the norms and rules governing the relationship between brokers and traders.The study uses an innovative approach to quantify the costs of search and demonstrates that the brokerage institution is economically efficient both for individual traders and for global economic welfare.

Externally-promoted institutional reform, even when nominally accepted by developing country governments, often fails to deliver lasting change. Diasporans-immigrants who still feel a connection to their country of origin-may offer an In-Between Advantage for institutional reform, which links problem understanding with potential solutions, and encompasses vision, impact, operational, and psycho-social advantages. Individuals with entrepreneurial characteristics can catalyzing institutional reform. Diasporans may have particular advantages for entrepreneurship, as they live both psychologically and materially between the place of origin they left and the new destination they have embraced. Their entrepreneurial characteristics may be accidental, cultivated through the migration and diaspora experience, or innate to individuals' personalities. This book articulates the diaspora institutional entrepreneur In-Between Advantage, proposes a model for understanding the characteristics and motivational influences of entrepreneurs generally and how they apply to diaspora entrepreneurs in particular, and presents a staged model of institutional entrepreneur actions. I test these frameworks through case narratives of social institutional reform in Egypt, economic institutional reform in Ethiopia, and political institutional reform in Chad. In addition to identifying policy implications, this book makes important theoretical contributions in three areas. First, it builds on existing and emerging critiques of international development assistance that articulate prescriptions related to alternative theories of change. Second, it fills an important gap in the literature by focusing squarely on the role of agency in institutional reform processes while still accounting for organizational systems and socio-political contexts. In doing so, it integrates a more expansive view of entrepreneurism into extant understandings of institutional entrepreneurism, and it sheds light on what happens in the frequently-invoked black box of agency. Third, it demonstrates the fallacy of many theoretical frameworks that seek to order institutional change processes into neatly definable linear stages.

The current international scenario with the war in Ukraine will have potential impacts on agri-food systems across the world. This scenario will change the balance of power among actors in the agri-food sector. High margins of uncertainty are common across supply chains in the face of uncontrolled increases in raw material prices and an uncertain guarantee of supply. The variety of land questions facing Africa and the divergent strategies proposed to resolve them continue to evoke debates. Increasingly, in response to the enduring problems of land tenure, there are land movements of all shapes and orientations, some reformist and others quite revolutionary in their agenda. However revolutionary, land movements have tended to ignore the land tenure interests of women, pastoralists, youth and indigenous people. Several of these longstanding and emerging issues in land tenure include the role of the state in land tenure reforms; urban land questions, the nature of land struggles and improvements; and, the impact of land tenure developments on particular social groups and countries. An overarching concern is the extent to which land rights are being commodified, through the conversion of land held under customary tenure systems into marketised systems. The consequences of this include growing land concentration, land tenure insecurities, diminishing access to land by various sections of society, including the poor, women and less dominant ethno-religious groups. This volume brings together different studies on Africa's land questions exploring emerging land issues on the continent in terms of the wider questions of development, citizenship, and democratisation. The chapters discuss the land question through a variety of themes. Some focus on the agrarian aspects of the land questions, while others elucidate the urban dimensions of the land question.
