Excerpt from Transactions of the Institution of Engineers and Shipbuilders in Scotland, Vol. 43: Forty-Third Session, 1899-1900 Since his time the chair has been successively occupied by leading men in the various divisions of engineering - by eminent marine, mechanical, and civil engineers and shipbuilders. It is needless to recapitulate them you have the list before you in the Transactions, and you can very readily see for yourselves how difficult it must be to fill the place of the least of them. You will, however, allow me to say a word or two with reference to my immediate predecessor, Mr Russell. I served with him for four years on the Council, and had the closest possible association with him in the work of the Institution. I could not but be struck with admiration at the minute knowledge he possessed of the history of this Society. It has grown up with him, and he has never ceased to take the liveliest self-sacrificing interest in its welfare. N 0 one knows more of the Institution than Mr Russell, and no one, certainly, has the promotion of its interests more closely at heart. With these qualities, it is not surprising that our period of greatest expansion is coincident with that of his tenure of the chair. I can never sufficiently acknowledge my personal indebtedness to him for the wise counsel he gave without stint, for the good example he set of diligence and urbanity in conducting business, and for the inspiration of his inextinguishable zeal. We may, I think, congratulate ourselves on the increase in the membership of the Institution as detailed in the Report of the Council, which has just been presented to you. It is not a sensational increase, but it shows a satisfactory response to the efi'orts the Council has been making to render this Society as representative as possible of the engineering profession in Scotland.
