A decade after the approval of the UNESCO 2003 Convention for the Safeguarding of Intangible Cultural Heritage (ICH), the concept has gained wide acceptance at the local, national and international levels. Communities are recognizing and celebrating their Intangible Heritage; governments are devoting important efforts to the construction of national inventories; and anthropologists and professionals from different disciplines are forming a new field of study. The ten chapters of this book include the peer-reviewed papers of the First Planning Meeting of the International Social Science Council’s Commission on Research on ICH, which was held at the Centro Regional de Investigaciones Multidisciplinarias (UNAM) in Cuernavaca, Mexico in 2012. The papers are based on fieldwork and direct involvement in assessing and reconceptualizing the outcomes of the UNESCO Convention. The report in Appendix 1 highlights the main points raised during the sessions.

Money is not everything, but without money, all is nothing. Since 2011, all regular budget plans of UNESCO lapsed. Why? The United States decided not to pay their share to the regular budget because of the admission of Palestine as a Member State. This political decision has serious consequences for the continued existence of the Organization, because the financial crisis shows not only a structural crisis but also a survival crisis of UNESCO. Nevertheless, no one dares to question the current structure. Among other things, the author proposes: given the multiplicity of heterogeneous tasks of UNESCO it is essential to reduce and concentrate them. UNESCO should act as a think tank within the United Nations system and link the world of states and the specialized NGOs. He calls for a stronger commitment of the Member States for und within UNESCO in order to preserve the Organization from decay.

Public reading programs are flourishing in many Latin American cities in the new millennium. They defy the conception of reading as solitary and private by literally taking literature to the streets to create new communities of readers. From institutional and official to informal and spontaneous, the reading programs all use public space, distribute creative writing to a mass public, foster collective rather than individual reading, and provide access to literature in unconventional arenas. The first international study of contemporary print culture in the Americas, Public Pages reveals how recent cultural policy and collective literary reading intervene in public space to promote social integration in cities in Colombia, Argentina, Brazil, Mexico, and Chile. Marcy Schwartz looks at broad institutional programs such as UNESCO World Book Capital campaigns and the distribution of free books on public transportation, as well as local initiatives that produce handmade books out of recycled materials (known as cartoneras) and display banned books at former military detention centers. She maps the connection between literary reading and the development of cultural citizenship in Latin America, with municipalities, cultural centers, and groups of ordinary citizens harnessing reading as an activity both social and literary. Along with other strategies for reclaiming democracy after decades of authoritarian regimes and political violence, as well as responding to neoliberal economic policies, these acts of reading collectively in public settings invite civic participation and affirm local belonging.

A Sephardi Sea tells the story of Jews from the southern shore of the Mediterranean who, between the late 1940s and the mid-1960s, migrated from their country of birth for Europe, Israel, and beyond. It is a story that explores their contrasting memories of and feelings for a Sephardi Jewish world in North Africa and Egypt that is lost forever but whose echoes many still hear. Surely, some of these Jewish migrants were already familiar with their new countries of residence because of colonial ties or of Zionism, and often spoke the language. Why, then, was the act of leaving so painful and why, more than fifty years afterward, is its memory still so tangible? Dario Miccoli examines how the memories of a bygone Sephardi Mediterranean world became preserved in three national contexts—Israel, France, and Italy—where the Jews of the Middle East and North Africa and their descendants migrated and nowadays live. A Sephardi Sea exploreshow practices of memory- and heritage-making—from the writing of novels and memoirs to the opening of museums and memorials, the activities of heritage associations and state-led celebrations—has filled an identity vacuum in the three countries and helps the Jews from North Africa and Egypt to define their Jewishness in Europe and Israel today but also reinforce their connection to a vanished world now remembered with nostalgia, affection, and sadness.
