By 1947, these prominent businessmen had forged a partnership with the socialist-led Indian National Congress, and supported Jawaharlal Nehru's implementation of a centrally-planned economy. In this political history of modern India, David Lockwood traces the roots of this capitalist class, concentrated in Bombay, Calcutta and the west Bengal coal mining region, and examines British economic policy in the nineteenth century. Indian capitalists, such as J.R.D Tata of Tata Steel, established powerful relationships with domestic governments throughout the period, holding indigenous industrial conferences and supporting the swadeshi movement which aimed to promote Indian-manufactured goods. This book explores what military strategy is and how it is interconnected with policy on one hand and military operations on the other. In the process, it traces the transformation of the notion of strategy from its original military moorings to a more policy-oriented and-influenced conception and elaborates upon a tripartite framework of policy, strategy and doctrine to think about, understand, and analyse the use of force. The book explores the politics of India-Pakistan conflict in order to root the study of Indian military strategy in the political sphere. It discusses three main issues that have ensured the persistence of conflict: incompatible national identities, Pakistan's congenital quest for parity with and compulsion to challenge India, and irreconcilable positions on the Kashmir issue. The book argues that India has invariably pursued limited political aims that did not threaten Pakistan's survival or form of government or regime in power albeit containing a counter offensive elements. It states that India employed the strategy of exhaustion during the Indian Army's campaigns in the 1947-48 conflict and 1965 war, which made way to strategy of annihilation during the 1971 war (East Pakistan), but after Pakistan's acquisition of nuclear weapons capability the strategy is back to exhaustion. The book highlights the importance of designing an overall military strategy for waging limited war and pursuing carefully calibrated political and military objectives by creatively combining the individual doctrines of the three services by establishing a Chief of Defence Staff system.

Analyzing India-US and India-China relations during this period, Frankel explains how these parties came to distrust each other. From the outset, Nehru's vision of India's destiny as a great power collided with that of the US as leader and protector of the free world. He considered the US a rival in South and Southeast Asia and the Middle East and carried out an active diplomacy to dissuade newly independent nations from joining US-led anti-communist mutual security alliances and instead follow India's example of non-alignment. He did not see a threat from the Soviet Union and believed, despite the dispute with China over the northern border, that India's approach would bring India and China together as advocates of Asianism to counter American penetration in the region. This historic miscalculation, manifested in the 1962 China-India War, overthrew the pillars of Nehru's foreign policy. Frankel provides the most authoritative account yet of the origins of India-US suspicions and India-China rivalries. Outlasting the Cold War, Nehru's worldview lived on in the mindset of successor generations, making it difficult for the US and India to form a strategic partnership and establish a natural balance in Asia.
