Jawaharlal Nehru, India's first Prime Minister and Minister of External Affairs from 1947 to 1964, set the framework of foreign policy which has remained India's reference point until the present. One of the most significant leaders of the twentieth century, Nehru came to power in the early years of the Cold War, determined to assert independent India's influence and interests in Asia and beyond. Drawing on the Nehru Papers, Francine Frankel's When Nehru Looked East reinterprets the doctrine of non-alignment with which Nehru is most closely identified to reveal its strategic purpose. Analyzing India-US and India-China relations during this period, Frankel explains how these parties came to distrust each other. From the outset, Nehru's vision of India's destiny as a great power collided with that of the US as leader and protector of the free world. He considered the US a rival in South and Southeast Asia and the Middle East and carried out an active diplomacy to dissuade newly independent nations from joining US-led anti-communist mutual security alliances and instead follow India's example of non-alignment. He did not see a threat from the Soviet Union and believed, despite the dispute with China over the northern border, that India's approach would bring India and China together as advocates of Asianism to counter American penetration in the region. This historic miscalculation, manifested in the 1962 China-India War, overthrew the pillars of Nehru's foreign policy. Frankel provides the most authoritative account yet of the origins of India-US suspicions and India-China rivalries. Outlasting the Cold War, Nehru's worldview lived on in the mindset of successor generations, making it difficult for the US and India to form a strategic partnership and establish a natural balance in Asia.

When P.V. Narasimha Rao and Manmohan Singh launched India's "Look East" policy, it was only the first stage of the strategy to foster economic and security cooperation with the United States. India Turns East tells the story of India's long and difficult journey to reclaim its status in a rapidly changing Asian environment increasingly shaped by the US-China rivalry and the uncertainties of US commitment to Asia's security. The Look East policy initially aimed at reconnecting India with Asia's economic globalisation. As China became more assertive, Look East rapidly evolved into a comprehensive strategy with political and military dimensions. Frédéric Grare argues that, despite this rapprochement, the congruence of Indian and US objectives regarding China is not absolute. The two countries share similar concerns, but differ in their tactics as well as their thoughts about the role China should play in the emerging regional architecture. This book sheds light on a neglected aspect of India's Cold War diplomacy, starting with the role of Indian Prime Minister Jawaharlal Nehru and his Congress government in organizing the first Asian-African Conference in Bandung in April 1955. Andrea Benvenuti shows how, in the early Cold War, Nehru seized the opportunity accorded by the conference to transcend growing international tensions and pursue an alternative vision: a neutralized Asian "area of peace," underpinned by a code of conduct based on the five principles of peaceful coexistence. Relying on Indian, Western and Chinese archival sources, Nehru's Bandung focuses on the policy concerns and calculations, as well as the international factors, that drove a skeptical Nehru to support Indonesia's diplomatic push for such a gathering. It reveals how, in Nehru's estimation, Bandung also served a further important purpose--securing China's commitment to peaceful coexistence, without which stability in Asia would be illusory. Nehru's support for an Asian-African conference did not derive from an emotional commitment to Afro-Asian internationalism. Instead, it stemmed from a desire to promote a 'third way' in an increasingly polarized world, and to forge a stable regional order--one that would enhance India's external security and domestic prosperity.

This volume will explore the role of India and China in regional geopolitics, with a focus on Southeast Asia.
