Managing the peaceful transition of authoritarian states to democracy and a market-economic system represents a tremendous challenge. Whether it comes to reconstituting the coherency of the state following armed conflict, expanding participation rights and the rule of law in emerging democracies, overcoming corrupt structures, fighting poverty and inequality, or establishing clear rules for stable market-economic competition, the requirements are enormous, and the pressure on responsible leaders is intense. After all, the quality of political management makes an essential contribution to the success or failure of transformation processes. The Bertelsmann Stiftung's Transformation Index (BTI) thus systematically places political decision-makers' steering capability at the heart of its analysis and, as a result, is the only index in the world that measures and compares the quality of governance with self-collected data. This is done in the firm conviction that the ongoing comparative study of transformation processes is invaluable for the successful design of reforms and holds enormous global potential to learn from different political strategies for steering change, even though diverse traditions, power configurations, resources and cultures necessarily make each transformation process unique. The BTI measures and compares transition processes in 129 transformation countries with data collected between 2013 and 2015 and establishes their global rating based on detailed country reports. Now in its seventh edition, it offers the opportunity to understand long-term trends and global developments through the analysis of time-series data. The spotlight on current developments is thus complemented by a decade of data that captures the most varied transformation processes and puts into perspective recent progress and setbacks on the way to democracy and a market economy.

The search for ‘the Decent Society’ – a fit place in which to live – has informed policy at both governmental and international level. This book analyses its nature and devises a consistent way of measuring the concept world-wide on the basis of a coherent theory of agency within social structure. Influenced by classical sociology and by the economist Amartya Sen, the book posits that societies need to create (a) economic security, (b) social cohesion, (c) social inclusion, and (d) the conditions for empowerment. The model is interactive and recursive; each component provides the requirements for each of the others. This book outlines the sociopolitical framework underlying ’the Decent Society' and summarises a decade of research, some of which has had a formative impact on governments’ policies. The first half contains studies of social quality based on surveys in the former Soviet Union and sub-Saharan Africa, while the second half describes the construction of a Decent Society Index for comparing very different countries across the world. Political, social, and economic transformation is a complex historical phenomenon. It can adequately be analysed only by a multidisciplinary approach. The Handbook brings together an international team of scholars who are specialists in their respective research fields. It introduces the most important areas, theories, and methods in transformation research, with particular attention placed on the historical and comparative dimension. Although focussing on post-communist and other democratic transformations in our epoch, the Handbook therefore presents and discusses not only their problems, paths, and developments, but also deals with the antecedent 'waves', beginning with the Meiji Restoration in Japan in 1868 and its aftermath. The book is structured into six parts. Starting with basic concepts as systems, actors, and institutions (Section I), it gives an overview over major theoretical approaches and research methods (Sections II and III). Section (IV) provides a historically oriented description or interpretation of particular 'waves' or types of societal transformation. The editor of this book has brought together contributions designed to capture the essence of post-communist politics in East-Central Europe and Eurasia. Rather than on the surface structures of nominal democracies, the nineteen essays focus on the informal, often intentionally hidden, disguised and illicit understandings and arrangements that penetrate formal institutions. These phenomena often escape even the best-trained outside observers, familiar with the concepts of established democracies. Contributors to this book share the view that understanding post-communist politics is best served by a framework that builds from the ground up, proceeding from a fundamental social context. The book aims at facilitating a lexical convergence; in the absence of a robust vocabulary for describing and discussing these often highly complex informal phenomena, the authors wish to advance a new terminology of post-communist regimes. Instead of a finite dictionary, a kind of conceptual cornucopia is offered. The resulting variety reflects a larger harmony of purpose that can significantly expand the understanding the “real politics” of post-communist regimes.
