In 2007, for the first time in human history, a majority of the world’s population lived in cities. However, on a global scale, poverty overwhelmingly retains a rural face. This book assembles an unparalleled group of internationally-eminent scholars in the field of rural development and social change in order to explore historical and contemporary processes of agrarian change and transformation and their consequent impact upon the livelihoods, poverty and well-being of those who live in the countryside. The book provides a critical analysis of the extent to which rural development trajectories have in the past and are now promoting a change in rural production processes, the accumulation of rural resources, and shifts in rural politics, and the implications of such trajectories for peasant livelihoods and rural workers in an era of globalization. Peasants and Globalization thus explores continuity and change in the debate on the ‘agrarian question’, from its early formulation in the late 19th century to the continuing relevance it has in our times, including chapters from Terence Byres, Amiya Bagchi, Ellen Wood, Farshad Araghi, Henry Bernstein, Saturnino M Borras, Ray Kiely, Michael Watts and Philip McMichael. Collectively, the contributors argue that neoliberal social and economic policies have, in deepening the market imperative governing the contemporary world food system, not only failed to tackle to underlying causes of rural poverty but have indeed deepened the agrarian crisis currently confronting the livelihoods of peasant farmers and rural workers. This crisis does not go unchallenged, as rural social movements have emerged, for the first time, on a transnational scale. Several of the project participants focused on national-level policies and practices (i.e., property legislation, and debates about the form collectivization should take); the others conducted case studies, working across a broad span of communities and experiences.

Since his first article in 1976 the American historian Robert P. Brenner has tried to come to terms with an issue first raised two centuries ago: how can we explain the differences in growth-patterns of North Western European countries in the transition from feudalism to capitalism. In a frontal attack on both the '(homeostatic) demographic' and 'commercialisation' models, Brenner traced the roots of the divergent evolutions back to rural and feudal 'social-property relations'. In the debate that immediately followed Brenner's first article, and in subsequent exchanges, the Low Countries were significantly neglected, although areas such as Flanders and Holland played a decisive role in the economic development of Europe. This was partly because of too few publications in international languages on the relevant Dutch rural history. This important book, edited by two of the most respected Dutch rural historians, and with contributions by several distinguished historians, seeks to fill this lacuna. Since the collapse of the USSR there has been a growing interest in the Stolypin Land Reform as a possible model for post-Communist agrarian development. Using recent theoretical and empirical advances in Anglo-American research, Dr Pallot examines how peasants throughout Russia received, interpreted, and acted upon the government's attempts to persuade them to quit the commune and set up independent farms. She shows how a majority of peasants failed to interpret the Reform in the way its authors had expected, with outcomes that varied both temporally and geographically. The result challenges existing texts which either concentrate on the policy side of the Reform or, if they engage with its results, use aggregated, official statistics which, this text argues, are unreliable indicators of the pre-revolutionary peasants reception of the Reform.

Ordinary people's everyday political behavior can have a huge impact on national policy: that is the central conclusion of this book on Vietnam. In telling the story of collectivized agriculture in that country, Benedict J. Tria Kerkvliet uncovers a history of local resistance to national policy and gives a voice to the villagers who effected change. Not through open opposition but through their everyday political behavior, villagers individually and in small, unorganized groups undermined collective farming and frustrated authorities' efforts to correct the problems.The Power of Everyday Politics is an authoritative account, based on extensive research in Vietnam's National Archives and in the Red River Delta countryside, of the formation of collective farms in northern Vietnam in the late 1950s, their enlargement during wartime in the 1960s and 1970s, and their collapse in the 1980s. As Kerkvliet shows, the Vietnamese government eventually terminated the system, but not for ideological reasons. Rather, collectivization had become hopelessly compromised and was ultimately destroyed largely by the activities of villagers. Decollectivization began locally among villagers themselves; national policy merely followed. The power of everyday politics is not unique to Vietnam, Kerkvliet asserts. He advances a theory explaining how everyday activities that do not conform to the behavior required by authorities may carry considerable political weight.
