The fast changing economic climate is creating substantial pressure for welfare state restructuring worldwide. Yet the discussion regarding challenges faced and the responses required has been confined to the 'standard welfare states' in the West. This book examines whether these challenges also apply to the countries in the East, whether these countries have generated different responses to their Western counterparts, and whether they have undergone a process of regime transformation while responding to these pressures. Comparative in approach, this book offers lively discussion on the new social challenges faced in East Asia following the unprecedented scale of the recent global financial crisis. It reaches beyond policy descriptions to offer more systematic analyses of welfare restructuring in the region in relation to the fast changing global economic order. By examining the dynamics of welfare state restructuring both in terms of continuity and change, it explores intensified impacts of global restructuring of welfare and the nature of welfare state adaptation in the region.

Comparative social policy has long neglected welfare development in Asia. Not much is known about social welfare in the economically successful East Asian tigers (Hong Kong, Korea, Singapore and Taiwan). They are late starters in social welfare but each has its own trajectory of welfare development. Despite the presence of extensive social welfare, they have shied away from western-style welfare states. The presence of strong developmental states and their development ethos explain in large part the underdevelopment of state welfare.

Dramatic socio-economic transformations over the last two decades have brought social policy and social welfare issues to prominence in many East Asian societies. Since the 1990s and in response to national as well as global pressure, there have been substantial developments and reforms in social policy in the region but the development paths have been uneven. Until recently, comparative analysis of East Asian social policy tends to have focused on the established welfare state of Japan and the emerging welfare regimes of four Tiger Economies. Much of the recent debate indeed preceded Chinas re-emergence onto the world economy. In this context, this Handbook brings China more fully into the contemporary social policy debates in East Asia. Organised around five themes from welfare state developments, to theories and methodologies, to current social policy issues, the Handbook presents original research from leading specialists in the fields, and provides a fresh and updated perspective to the study of social policy. Providing a comparative international approach, this Handbook will appeal to academics, researchers and students at both undergraduate and postgraduate levels working in the fields of social policy, as well as policy makers and practitioners who are interested in social policy lessons from other societies.

In many Western countries, social welfare payments are increasingly being made conditional on recipients doing voluntary work or attending job training courses, a system known as "welfare-to-work" or "workfare". Although social welfare in Asia is very different to the West, with much smaller social welfare budgets, a strong self-reliance and a much higher dependency on family networks to provide support, the workfare approach is also being adopted in many Asian countries. This is the first book to provide a comprehensive overview of how welfare reform around work is implemented in leading East Asian. Based on the experiences of seven East Asian economies - including China, Japan, South Korea, Taiwan, Singapore, Hong Kong and Macau - this book critically analyses current trends; the social, economic and political factors which lead to the implementation of workfare; compares the similarities and differences of workfare in the different polities and assesses their effectiveness.

Aspalter asserts that the belief that the development of high standard welfare states is primarily based on the ideology that pro-welfare, mostly leftwing, parties dominate welfare state literature and common thought in the Western world. Instead, in this examination of the welfare states of East Asia, Aspalter and his contributors show that they grew as naturally as they did in most Western countries, but that the reasons for this are other than pro-welfare ideologies. The five welfare states—Japan, South Korea, Hong Kong, Taiwan, and Singapore—are residual welfare states with low levels of welfare benefits and provision when compared to extended welfare states in Western Europe. While East Asian welfare states have experienced a hefty increase in welfare provision that has been regulated or provided by the state since the early 1970s, all five were set up and expanded by conservative governments with clear anti-welfare ideologies. The case studies provided by Aspalter and his contributors suggest that welfare state development in East Asia is caused to a large extent by social protests in general, and, for welfare in particular, by competition in democratic elections, and by the changing role of women. Social and demographic factors, such as the rise of the age structure of the population, do not cause welfare state expansion in the first place. They cause street protests, and street protests convince all kinds of governments—if they rule out the use of force—to implement social welfare. Moreover, politicians, who are afraid to lose elections, also take up welfare issues, which they would not do without electoral competition between candidates and parties. As Aspalter makes clear, governments do not have to wait until major protests occur or until they have lost an election in order to promote social welfare. The anticipation of such an event is sufficient. This book provides new insights on the development of welfare systems that will be of particular interest to scholars, students, and other researchers involved with social welfare, East Asian studies, and comparative politics.

Managing Social Change And Social Policy In Greater China written by Ka-Ho Mok and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-11-07 with Political Science categories.

East Asia is at the heart of the global economic transformation, and the countries of the region are witnessing rapidly changing labour markets, alongside the pressure to cut production costs and lower taxes in order to become successful ‘competition states’. These changes have resulted in increased welfare demands which governments, organizations and agencies across the region have had to address. This book examines welfare regimes in the Greater China region, encompassing mainland China, Hong Kong, Macao and Taiwan. In so doing, it explores the ways in which the rapid growth and internationalisation of the economy across Greater China is presenting new social policy challenges that governments, social welfare organizations and agencies in the region are having to respond to. Rather than simply describing and categorising welfare systems, the contributors to this volume add to our understanding of how one of the major economic transformations of the contemporary era in East Asia is shaping welfare provision in the region. In turn, in this context of economic change, they examine the new strategies and measures that have been adopted in order to reduce the heavy burden on the state in terms of welfare provision, whilst also attempting to diversify funding and provision sources to meet the pressing welfare needs. Based upon extensive fieldwork by leading scholars of social policy, this book will appeal to students and scholars of Asian social policy, comparative development and social policy, social welfare and Chinese studies.

Housing And The New Welfare State written by Richard Groves and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016-04-29 with Social Science categories.

The changing nature and significance of housing provision within welfare states is considered in this timely book. With housing playing an increasingly important role in welfare provision, the new welfare state emerging in different parts of the world is being developed in the context of individual asset accumulation and the private ownership of housing. Housing and the New Welfare State shows that housing is becoming critical to asset-based welfare not only in Western Europe but also in the six East Asian housing systems that are a major focus of the book. Chapters by leading East Asian scholars provide analysis of housing policies in Singapore, Hong Kong, Korea, Japan, China and Taiwan. Also examined are the 'four worlds' of welfare and housing; the causes and consequences of the shift from tenants to home owners in the old welfare states of Britain and other parts of Western Europe; and the growth of the property-owning welfare state as a theme running through contemporary policy in both East Asia and Europe.
