The return of Macao from the Portuguese administration to the People's Republic of China (PRC) in 1999 marks the beginning of its transformation in the 21st century. Macao was confronted with various issues concerning then existing political system, economic downturn and gangland violence during the transition period. Beijing put Macao under the "One country, Two Systems" and implemented a wide variety of measures in order to restore its law and order as well as to recover its tourism dependent economy. Gradually, Macao transformed itself to "Las Vegas of the East". This volume of 18 essays highlights the key dimensions of Macao's remarkable "One country, Two Systems" actualisation experience in its first 15 years, and discusses how Macao transformed and what challenges it encountered during its post-handover transformation. The volume has several focuses. It first investigates the political and electoral issues in a critical manner─ post-handover Macao suffered from maladministration and limited democratization, and the chief executives selected lacked representativeness due to restricted public participation in the electoral process. Demographic transition constitutes one of the most fundamental modern historical changes; people live much longer, have fewer children, and experience higher mobility. This book examines the basic mechanisms behind the modernisation of demographic behaviour. The author has marshalled an impressive array of statistical material relating to sixty-seven countries, half of them less developed countries. Most of the tables are time-series, covering many decades and sometimes go back to the nineteenth, and even eighteenth centuries. The whole sweep of western experience is dealt with here impartially. Though technically sophisticated, the book also covers issues of interpretation and analysis. The author puts forward a number of challenging propositions: mortality decrease is shown to necessarily precede fertility and decline, so-called execptions being simply false exceptions. He shows how the decline of fertility is dependent on important and manifold social transformations. The strong connections between international migration and the course of demographic transition are demonstrated, as is the fact that less developed countries are following the same general patterns as MDCs. There is also discussion of why the theory of demographic transition must include the effect of population changes on the economic progress of society.

Lo Jung-pang argues that during each of the three periods when imperial China embarked on maritime enterprises (the Qin and Han dynasties, the Sui and early Tang dynasties, and Song, Yuan, and early Ming dynasties), coastal states took the initiative at a time when China was divided, maritime trade and exploration subsequently peaked when China was strong and unified, and declined as Chinese power weakened. At such times, China's people became absorbed by internal affairs, and state policy focused on threats from the north and the west. These cycles of maritime activity, each lasting roughly five hundred years, corresponded with cycles of cohesion and division, strength and weakness, prosperity and impoverishment, expansion and contraction. In the early 21st century, a strong and outward looking China is again building up its navy and seeking maritime dominance, with important implications for trade, diplomacy and naval affairs. Events will not necessarily follow the same course as in the past, but Lo Jung-pang's analysis suggests useful questions for the study of events as they unfold and decades to come.
