Where the last three decades of the 20th century witnessed a China rising on to the global economic stage, the first three decades of the 21st century are almost certain to bring with them the completion of that rise, not only in economic, but also political and geopolitical terms. China's integration into the global economy has brought one-fifth of the global population into the world trading system, which has increased global market potential and integration to an unprecedented level. The increased scale and depth of international specialisation propelled by an enlarged world market has offered new opportunities to boost world production, trade and consumption; with the potential for increasing the welfare of all the countries involved. However, China's integration into the global economy has forced a worldwide reallocation of economic activities. This has increased various kinds of friction in China's trading and political relations with others, as well as generating several globally significant externalities. Finding ways to accommodate China's rise in a way that ensures the future stability and prosperity of the world economy and polity is probably the most important task facing the world community in the first half of the 21st century. The book delves into these issues to reflect upon the wide range of opportunities and challenges that have emerged in the context of a rising China.

In Rising China and Its Postmodern Fate, Horner offers a new interpretation of how China's changed view of its modern historical experience has also changed China's understanding of its long intellectual and cultural tradition. Spirited reevaluations of history, strategy, commerce, and literature are cooperating--and competing--to define the future. The capstone of modern China was the founding of the People's Republic in 1949 and its rejection of Confucianism, capitalism, and modernity. Yet today's rising China retains few vestiges of what Mao wrought. What then, Horner asks, is post-Mao, postmodern China? Where did it come from? How did it get here? Where is it going? Contemporary views of the great periods in Chinese history are having a significant influence on the development of rising China's national strategy, says Horner. Asia looks and feels very different now compared to the days of the Cold War. The sense that Asia now works differently can be traced to a single source - the re-emergence of China. China was the dominant power in greater Asia for most of recorded history. This historical norm was interrupted from the early 19th century, too far into the past to be recognisable and readily accommodated by the actors in today's international arena. A powerful China feels new and unfamiliar. Arriving peacefully at mutually acceptable relationships of power and influence that are very different from those that have prevailed for the past half century will be a demanding process. The world's track record on challenges of this kind is not terrific. It will call for statesmanship of a consistently high order from all the major players, and building the strongest possible confidence among these players that there are no hidden agendas.

Rising China has been reshaping world order for the last two decades, but this volume argues that we cannot accurately understand rising China's global impacts without first investigating whether and how its growing power resources are translated into actual influence over other states' choices and policies. Concentrating on the developing countries in East and South Asia, where the power asymmetry is greatest and China ought to have the biggest influence, the volume investigates China's influence in bilateral relationships, and on key political actors from these countries within key issue areas and international institutions. Using an influence framework, the volume demonstrates how China tends to try to gain the support of smaller and weaker countries without forcing them to change their preferences or to act against their own interests. China does purposefully coerce, induce, or persuade others to behave in certain ways, but whether and the extent to which it succeeds is determined as much by the reactions, political context and decision-making processes of the target states, as it is by how skilfully Chinese actors deploy these tools. The contributors detail how China's influence even over these weaker states does not result from easy applications of power; rather it tends to be mediated through the competing interests of target state actors, the imperatives of other existing security and economic relationships, and more complex strategic thinking than we might expect. The book's findings carry lessons for conceptual refinement, as well as policy implications for those coping with China's reshaping of international order.

The emergence of the People's Republic of China on the world scene constitutes the most significant event in world politics since the end of World War II. As the world's predominant political, economic, and military power, the United States faces a particularly significant challenge in responding to China's rising power and influence, especially in Asia. Offering a fresh perspective on current and future U.S. policy toward China, Michael Swaine examines the basic interests and beliefs behind U.S.-China relations, recent U.S. and Chinese policy practices in seven key areas, and future trends most likely to affect U.S. policy. American leaders, he concludes, must reexamine certain basic assumptions and approaches regarding America's position in the Western Pacific, integrate China policy more effectively into a broader Asian strategy, and recalibrate the U.S. balance between cooperative engagement and deterrence toward Beijing.
