This book scrutinizes the frequently ignored agency of Global South sub-national actors in their interactions with China, using a multidisciplinary approach and eleven case studies. Contributors examine China’s presence in the Global South on a country-by-country basis, analyzing how various non-state and sub-state actors are responding to the rise of China and whether they are attracted by the cooperation models that China proposes or deterred by its new assertiveness. Contributions cover diverse and heterogeneous geographies of the Global South, ranging from Papua-New Guinea to Argentina and from Madagascar to the Russian Far East. Examining such diverse cases, contributors focus on two interrelated questions: What is the actual economic, political, and social impact of China’s growing presence in the Global South? And, critically, how do the citizens of the Global South understand and interpret China’s rise? Taken together, the case studies develop a comprehensive picture of a complex and sometimes problematic process of China’s inclusion into the economic, social, and political realities of the Global South. This book identifies and fills the gaps in the existing literature on China’s rise by offering a nuanced perspective on China’s relations with the countries of the Global South that captures such variables as social context, intersubjective meanings, and identities. Where the last three decades of the 20th century witnessed a China rising on to the global economic stage, the first three decades of the 21st century are almost certain to bring with them the completion of that rise, not only in economic, but also political and geopolitical terms. In the early 2000s, Chinese demand for imported commodities ballooned as the country continued its breakneck economic growth. Simultaneously, global markets in metals and fuels experienced a boom of unprecedented extent and duration. Meanwhile, resource-rich states in the Global South from Argentina to Angola began to advance a range of new development strategies, breaking away from the economic orthodoxies to which they had long appeared tied. In China’s Wake reveals the surprising connections among these three phenomena. Nicholas Jepson shows how Chinese demand not only transformed commodity markets but also provided resource-rich states with the financial leeway to set their own policy agendas, insulated from the constraints and pressures of capital markets and multilateral creditors such as the International Monetary Fund. He combines analysis of China-led structural change with fine-grained detail on how the boom played out across fifteen different resource-rich countries. Jepson identifies five types of response to boom conditions among resource exporters, each one corresponding to a particular pattern of domestic social and political dynamics. Three of these represent fundamental breaks with dominant liberal orthodoxy—and would have been infeasible without spiraling Chinese demand. Jepson also examines the end of the boom and its consequences, as well as the possible implications of future China-driven upheavals. Combining a novel theoretical approach with detailed empirical analysis at national and global scales, In China’s Wake is an important contribution to global political economy and international development studies.

However, China has often deferred to the consensus of smaller neighboring countries on regional security rather than running roughshod over them. Why and when does China exercise restraint—and how does this aspect of Chinese statecraft challenge the assumptions of international relations theory? In Power and Restraint in China’s Rise, Chin-Hao Huang argues that a rising power’s aspirations for acceptance provide a key rationale for refraining from coercive measures. He analyzes Chinese foreign policy conduct in the South China Sea, showing how complying with regional norms and accepting constraints improves external perceptions of China and advances other states’ recognition of China as a legitimate power. Huang details how member states of the Association of Southeast Asian Nations have taken a collective approach to defusing tension in maritime disputes, incentivizing China to support regional security initiatives that it had previously resisted. Drawing on this empirical analysis, Huang develops new theoretical perspectives on why great powers eschew coercion in favor of restraint when they seek legitimacy. His framework explains why a dominant state with rising ambitions takes the views and interests of small states into account, as well as how collective action can induce change in a major power’s behavior.
